About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Lead on feasibility, technical surveys designing and implement new Infrastructure, agriculture irrigation, and CB-NRM infrastructure projects which will be identified by communities during the consultation process.
  • Designing and developing a new Infrastructure/Water projects which are identified by the communities in consultation meetings and its concept note approved by donor (this may include; pipe schemes, water harvest, protection walls, diversion dames and gates for canals, rehabilitation of intakes, irrigation canals & Karezs).
  • Lead on designing the new projects, developing the technical proposal with support from other technical staff,
  • Developing estimate budget and resources required for each projects.
  • Lead on implementation of the projects implemented directly of sub-contracted for efficient implementation and achieving set indicators with good quality.
  • Lead on designing the new projects, developing the technical proposal with support from other technical staff,
  • Technical management of construction projects, including capacity building, Cost management, time management, work quality and safety, development of work plan in MS project, development of monitoring plans and reporting.
  • Monitoring the implementation of the project activities according to the approved project schedule.
  • Coordinating with the Field &site construction engineer on all quality, safety and progress issues.
  • Collecting Weekly periodic reports from the Field & site Engineers based on quality, work progress, laborers, equipment, weather, etc.
  • Preparing regular meetings with DDA, CDC, DRRD, DAIL and community members and signing of MOU.
  • Advising the Field & Site engineers for controlling the proper storage, deficiency correction and balance of materials to the site.
  • Working closely with logistic, M&E, Admin and finance Department for smooth work progress.
  • Conduct technical and feasibility studies of projects, particularly on rehabilitation/construction of infrastructure projects including (Protection walls, retaining walls, intake, dam, irrigation channels, flood breaker, reservoirs, culvert, bridge, etc.), based on needs assessments, baseline, technical and benchmarking surveys
  • Perform any other task assigned by the Project Manager and ENRMM Coordinator.

Job Requirements:

  • University education in Hydro Technic, Engineering or other relevant academic disciplines.
  • At least 5-10 years of work experience in construction projects designing & implementation in the areas of livelihood improvement and improving irrigation system.
  • Proficiency in AutoCAD, Ms Office, Outlook and other software used in engineering for Work.
  • Experienced in the use of GPS, Digital Camera, Level and Total Station Machines for Technical survey and Implementation of Engineering projects.
  • Very good English and excellent Pashto and Dari (spoken and written)
  • Computer literate (MS Word, Excel, Outlook, PowerPoint and e-mailing).
  • Excellent interpersonal skills and ability to communicate with local communities and project team.
  • Regular trips to targeted districts and villages
