About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • The agriculture and livestock specialist will lead on horticulture productivity and supervise a team of 4 officers and 4 assistants based in Daikundi provinces.
  • Lead on institutional capacity assessment of small holder farmers, technical capacity assessment of the smallholder farmers, and need assessment of resource poor smallholders.
  • Lead on projects design with rural communities and authorities in the areas of horticulture and livestock management and improve market linkages.
  • Lead on planned interventions concept and technical proposal development.
  • Lead on technical aspects, coordination and collaboration with DAIL and MRRD departments
  • Work with extension workers and farmers on Integrated Pest Management (IMP), post-harvest handling (harvest, sorting, and packing), improving agri-business value chain.
  • Training of extension workers and targeted farmers in new agricultural practices and techniques, especially for subjects related to orchards, nurseries and mother stock nurseries, greenhouses, and agri-business.
  • Introduce new technologies/ practices, (orchard establishment, nurseries establishment, orchard management, intercropping, irrigation system, and agribusiness development)
  • Lead on improving the value chain of local horticulture products.
  • Produce activities progress reports as well as work plans for the implementations of planned activities on monthly, semi-annual and annual basis.
  • Work with M&E and Reporting Officer to insure project baseline and end line assessment are conducted, data compiled and analyzed for effective project reporting at the output and outcome levels.
  • Perform any other task assigned by the Project Manager and ENRMM Coordinator.

Job Requirements:

  • Teen to fifteen (10 to 15) years of experience in the related field, and experience in working with communities and Monitoring and evaluations of the NRM projects.
  • University degree in Agriculture, Veterinary or other relevant academic disciplines
  • Very good English and excellent Pashto and Dari (spoken and written)
  • Good analytical and decision making skills, familiarity with southeast region, and understanding the local context.
  • Good skills in MS Office Package and Internet applications
  • Excellent interpersonal skills and ability to communicate with local communities and project team.
  • Punctual and hardworking, desire to meet deadlines and serve rural communities.
  • Regular trips to targeted districts and villages.
