Job Descriptions:

Team Lead) oversees the engineering team to ensure the monitoring of the performance of the implementing partners and ensure that the project meets its planned outputs and requirements, and that project management policies, processes and methods are followed and practiced according to organizational standards, while acting as the overall Project Assurance capacity within the project component on behalf of the Project Manager. The Team Lead strongly contributes to the achievement of the project outputs, goals and objectives.

The Lead Civil Engineer (Engineering Team Lead) ensures that the engineering team applies practices and techniques of key technical and construction management work areas. The Lead Civil Engineer (Engineering Team Lead) ensures practical solutions appropriate to Afghanistan rural conditions, and supports the development of the engineering team to ensure technical planning, design and construction oversight activities/ supervision of works in compliance with quality assurance and quality control requirements. The Lead Civil Engineer (Engineering Team Lead) demonstrates skills in occupational health and safety as well as environmental management standards on site. The Lead Civil Engineer (Engineering Team Lead) will be based in Kunduz, Herat or Jalalabad. The Lead Civil Engineer (Engineering Team Lead) will be responsible for activities undertaken in around 270 communities in around 73 districts in 12 provinces, with Community Development Councils (CDCs), supported by a surge team during the construction phase.

The Lead Civil Engineer (Engineering Team Lead) will travel regularly to all provinces/districts of the project’s rural coverage areas.

1. Planning, implementation and management of all activities in rural areas

● Lead the planning, implementation and management of all engineering-related activities

● Assist the Deputy Project Manager to manage, plan and coordinate monthly, weekly and daily engineering activities, including design, procurement and construction activities

● Coordinate and oversee,monitoring of site safety and construction quality.

● Work closely with the relevant procurement and contract management teams in ensuring that the six FPs required are procured in a timely manner.

● Work with the Project Manager and relevant leads/specialists in institutional and operational arrangements, including preparing detailed policy and procedural guidelines for all Project work in rural areas.

● Lead the preparation of work plans and budgets for the project duration, annually, quarterly and monthly for rural areas.

● Oversee and manage the proper satisfactory and timely implementation of the work plans and execution of the budgets.

● Ensure adherence of the work in rural areas to the Project legal documents and other policy/procedural frameworks at all times.

● Ensure achievement of the Project Development Objective (PDO), and Results Framework(RF) indicators and targets related to the rural areas.

● Ensure that the project operational manual is regularly updated based on lessons learned from the field.

2. Coordinate delivery and performance

● Oversee construction approval and inspection activities, liaising closely with engineering and Quality Assurance (QA) personnel and ensuring Health, Safety and Environmental (HSE) measures are implemented within construction activities.

● Support the engineering team to ensure the overall and timely delivery of the project activities are within the project schedule.

● Coordinate with the engineering team, contractors and suppliers in inspecting all materials delivered to the project site, ensuring they meet the specification requirements and take corrective action where the quality of materials delivered does not meet the project technical specification requirements; prepare detailed reports on deliveries made to sites.

● Oversee the engineering team’s engagement with contractors to ensure HSSE protocols and measures are implemented and standards are met.

2. Monitoring, reporting and accountability

● Ensure that a proper monitoring system, tools and plans are in place for regular monitoring, timely data collection, analysis and reporting against all indicators defined to measure project progress/ achievements and implementation challenges and success stories in rural project coverage areas.

● Collaborate closely with the HSSE team to ensure environmental, social, gender and grievance monitoring mechanisms are implemented, monitored and reported

● Undertake regular visits to view project sites and meet beneficiaries in order to collect feedback on project results, and to ensure that progress is made in the achievement of project objectives.

● Ensure, in coordination with other operational UNOPS departments, adherence of all partners, including NGO, and commercial partners to all operational and reporting obligations as stipulated in any Letters of Agreement or contracts, and that reports required for UNOPS are accurate and provided as scheduled.

● Prepare periodic and ad hoc reports on the project’s activities including proposals for operational improvements and potential scope for activities and reconciliations.

● Monitor the implementing partners’ work schedule and provide the best technical advice to speed up the project progress and meet the project deadline, while the implementing partners’ are behind the schedule.

● Oversee the checking of drawings, specifications, and other construction design documents to ensure accuracy and soundness of design.

● Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs.

● Monitor implementing partners’ onsite work to ensure delivery is maintained at the required level to meet project quality, time and cost targets.

● Maintain accurate measurement of the completed works, keep appropriate records for all contracts.

● Organize regular site meetings with staff and implementing partners’ and prepare progress reports for the Deputy Project Manager and the Project Manager.

● Collect and document site information in relation to implementing partners’ work including information on the implementing partners’ workforce, labor, weather, Risk register, issues register and progress of work and any other related information.

● Prepare project progress reports and project briefs.

● Prepare and manage project documentation systematically, especially assuring the tidiness of the contractors’ site registers.

● Assist the supervisor and the Project Manager in the hand-over and closing of the project.

● Hold ownership to UNOPS’ Asset at the construction site.

3. Stakeholder engagement and communication

● Ensure close monitoring of the IPs in their technical installation and oversee training,technical assistance and mentoring as needed to address challenges/ gaps during the project implementation.

● Ensure good internal team and public/external communications on all matters related to the project’s work in rural areas.

● Provide quality-control for publicly released information and contribute to communication materials related to it.

● Provide inputs to the Project’s media/ social media/ website/ public outreach.

● Maintain close working relationships with the funding partner’s task team for the Project, including and especially for Implementation Support Missions (ISMs), donor field visits, and legal covenant/ mandated reporting requirements.

4. Capacity building

● Oversee timely capacity building and field mobilization of the IPs’ personnel on solar PV pumping system installation.

● Work closely with the capacity building unit and procurement unit to ensure that IPs are trained in the solar PV pumping system management, installation and operations.

● Oversee timely capacity building and field mobilization of the IPs’ personnel on HSSE and safeguarding requirements and systems.

5. Knowledge sharing and knowledge building

● Ensure that the project operational manual is regularly updated based on lessons learned from the field.

● Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building including participation in relevant Communities of Practice.

● Provide feedback to Practice Leads on policy and supporting guidance working to achieve continuous improvement of UNOPS policies.

● Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.

● Develop and pursue an approach to knowledge management, including with stakeholders as appropriate, to promote institutional learning, memory and legacy.

● Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors.

● Conducting on site training for the contractors technical staff to improve the technical knowledge of the engineers.

6. Personnel Management

● Manage the team of engineers and ensure that adequate field support and implementation coordination is in place to ensure successful and timely implementation on the ground.

● Facilitate the engagement and provision of high quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.

● Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

Job Requirements:

Qualifications and Experience

a. Education

- An advanced university degree (e.g. Masters) in Civil engineering, hydraulic or electrical engineering or other relevant engineering studies is required. A first-level university degree (e.g. Bachelor) in combination with 2 additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.

b. Work experience

- A minimum of 5 years of experience in civil engineering design and construction is required.

- Experience or knowledge of solar PV pumping systems is required.

- Experience in water pressure systems design and construction, including pumping systems, is required.

- Experience in managing a team is required

- Experience in project planning and implementation oversight is required.

- Experience in implementing development programs, and/or significant national priority projects is highly valued.

- Experience of large-scale national, bilateral or multilateral programmes is an advantage

- Experience with Government, UN agencies, and NGOs is an asset.

- Experience in designing and/or implementing humanitarian assistance programmes is an asset.

c. Languages

- Fluency (oral and written) in English is required.

- Pashto and Dari languages are desired.
