About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Goal

To support Logistics Department supply team with review and preparing all documentation during the procurement process and waiver import permit, negotiating supplier framework agreements and contracts, supervision of delivery issues and reporting of CFUs

 

Responsibilities:

Mission 1: Support Logistics Supply Chain, review and prepare all documentation during the procurement process and import waiver permit

  • Follow the importation of drugs and other related/non-related items (as captured on the Import Duty Exemption Certificate).
  • Managing and planning, in collaboration with the line Supervisor and the, the shipment of goods between the projects and/or from the capital to the projects choosing the best possible means of transport.
  • Support in the request for Import Permit, No objection waiver, SONCAP certificate (for SON regulated products), Coordination with custom agent.
  • Support in the processing of M-Forms, Pre Arrival Assessment Reports, Marine Insurance and other necessary documentation required for importation.
  • Source and disseminate necessary documentation required for importation of procured items.
  • Follow up the importation and clearance process of international shipments;
  • Being responsible for the reception of international freight and its forwarding to the warehouse/ field.
  • Regularly assessing the local transport market (companies, prices, services, delay), and proposing different third party providers for validation
  • Receive and process Procurement Lines (PL) on reception frequencies;
  • Ensure best available prices & quality, collect quotations, suppliers references;
  • Ensure that PL includes all required specifications and supporting documents;
  • Monitor deliveries to the department/bases/programs;
  • Facilitate Program department in making procurement request;
  • Review and confirm all procurement request before processing;
  • Prepare request for quote , prepare assessment table and get approval according to ACF standard procedures ;
  • Prepare purchase contract or Supplier Purchase Order (SPO) and coordinate supplier during the delivery of the goods and services
  • Update the price catalogue with new purchase prices and/or suppliers or at least every two months
  • Support in the review and preparing of mission consultancies with support from the National Supply manager.
  • Provide support in market analysis;

 

Mission 2: Support line manager in negotiating supplier framework agreements and contracts

  • Prepare Procurement Dossiers for framework agreements and contract and update relevant monitoring tools (Procurement Follow Up and Contract Follow Up) 
  • Liaise with contractor to ensure compliance with the contract, including initial meeting;
  • Collect and prepare any supporting documents related to contract implementation or modification;
  • Communicate to line manager any deviation from the initial contract.
  • Ensure that all documentation required as per contract is provided by both parties;
  • Collect and review all delivery documentation;
  • Prepare payment transaction according to delivery and contract payment terms.

 

Mission 3: Supervision of Delivery issues

  • Ensure quality & quantity control of deliveries
  • Transit all equipment deliveries to the base/capital logistician and IT for codification, labelling and files equipment settings or to update inventory list
  • before use, storage or shipping;
  • Ensure packaging and shipping to bases is well done and documented. Collect all signed copies;
  • Ensure all documentation is existing, updated, are properly filed and filled in folders before archiving;

 

Mission 4: Reporting

  • Update Contract Follow Up (CFU) and submit for monthly report to line manager
  • Update and provide the Supplier List on regular basis to line manager
  • Make sure those reports are ready on time to handover to Supply Chain Manager for the Log Monthly Report at the beginning of each month

 

Additional responsibilities

  • This job description is not intended to be all inclusive and the employee is expected to perform other related tasks as required and assigned;

Job Requirements:

Qualification/level of study:

  • Bachelor degree in Business Administration, Economics from recognized University
  • Minimum 3 years proven experiences in the same/similar level (experience in Logistics, Procurement, Contracts, Supply and Custom Clearance) with organization preferably with international NGOs.

  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
