Job Descriptions:

The AKAH A’s Construction Project Manager will operate at a middle level and will be responsible for successfully planning and delivering all aspects of construction projects. He/she will oversee a wide range of functions including but not limited to Cost, Time, Quality and Safety Management, and Contract Administration.

He/She will implement building and infrastructure project according to project plans, overseeing the management of design, tendering, permitting, construction, and handover; and adhere to forms and records to document and communicate project activities.

The Construction Project Manager will coordinate multi-sector planning and building programs in Afghanistan with relevant stakeholders, and ensure the delivery of technically feasible, socially relevant, and environmentally sustainable project management.

MAIN RESPONSIBILITIES AND TASKS:

  • Leadership: Empower a culture of teamwork, safety, security, and compliance and provide leadership in all aspects of projects. Conduct and record the appropriate planning, co-ordination, and management meetings.
  • Planning: Plan and manage the site evaluation studies, risks assessments and the development of budgets, financial plans, and/or feasibilities
  • Design: Undertake prequalification exercises, engage, manage, and monitor the timely submission by consultants of all architectural and engineering designs, plans and documentation.
  • Tender: Develop and recommend procurement strategies for construction services, manage the review of design submissions; facilitate the preparation of pre-tender estimates and schedules, develop contracts and otherwise lead tender exercises.
  • Construction: Regularly monitor the performance of the contractor against the contract programme and method statement; Track and control the construction schedule and associated costs to achieve completion of the project within the allocated time and budget,
  • Handover: Manage, co-ordinate and expedite the preparation by the design consultants of all ‘as-built’ drawings and design documentation. Co-ordinate, monitor and manage the rectification of defects during the Defects Liability Period.
  • Communication: Plan, manage, and communicate end-to-end project issues / updates / progress to stakeholders. Provide effective and on-going reporting, written as well as verbal, to the Head, Planning & Building on all matters relevant to the effective and efficient Management of the Planning and Building on periodic reporting.
     

Knowledge and skills required.

  • Demonstrated ability to create and effectively lead and manage teams for projects.
  • Ability to work collaboratively with multiple stakeholders to manage responsibilities and resolve conflicts.
  • Strong technical skills in architecture, planning and engineering, climate change adaptation and mitigation; and interest in innovations. Fully conversant with latest design and construction practices. Experience in urban and rural planning would be an asset.
  • Conversant with estimation, quantity surveying and procurement procedures for construction-related projects. Knowledge of FIDIC will be desirable.
  • Strong oral and written communication skills in both English and Pashtu.
  • Previous experience in a leadership role with strong and proven leadership skills
