Main duties and responsibilities:
Program Management:
- Develop and follow up on the project’s detailed implementation plan (DIP) in accordance with the approved Log frame and budget.
- Orient national and provincial project stakeholders on the key project objectives and deliverables and project timeline.
- Coordinate with Consortium agencies on project progress and work plan.
- Participate in Consortium regular meetings and share insights and inputs for improving project management.
- Ensure that the M&E framework is developed, including a progress tracking system to monitor project activities in collaboration with the M&E department.
- Ensure project achievement is in line with the approved work plan.
- Develop effective strategies to regularly cooperate with national government line agencies, provincial government units and district government departments.
- Write high-quality reports and submit them to Programme Manager in a timely manner.
- Ensure that the project goals and objectives align with and support the community development goals of target districts.
- Regularly review and update the risk register and ensure an appropriate mechanism is in place to reduce risks.
- Ensure that the project complies with all donor requirements.
- Perform any other task that may be assigned by the line manager or Concern’s management to support the organisation’s goals and needs.
Human Resource Management:
- Participate to project team recruitment process.
- Recruit and retain qualified staff who can deliver the technical and community mobilization aspects of the project.
- Supervise staff and regularly evaluate staff performance.
- Support the preparation of Terms of reference for project consultants and trainers.
Monitoring and Evaluation, reporting and Communication:
- Review survey findings (baseline, end line, and midline) and ensure integration of lessons learnt in project management.
- Supervise the MEAL project monitoring system and progress achievement against qualitative and quantitative indicators contained in the log frame.
- Document lessons learnt and best practices, write case studies and stories of change and ensure that these are shared with the MEAL department.
- Ensure dissemination of assessment findings, research, best practices and critical lessons learned to internal and external stakeholders (key government agencies, and INGO partners, cluster participants and leads).
- Ensure that project progress, data and monitoring visit reports are shared with the M&E team, programme team and key project stakeholders.
- Prepare and submit narrative reports on a monthly, quarterly, and annual basis to account for progress at output and outcomes/results level in accordance with Concern and donor’s requirements.
- Prepare and submit donor reports (bi-annual, and annual) on time.
Capacity Building:
- Lead in the design of training needs assessment including its conduct.
- Design training in collaboration with technical focal leads including the development of training manuals toolkits and various teaching and learning materials.
- Conduct training and workshops to enhance the knowledge and skills of the CBED project team and when appropriate to community-based institutions.
Finance and Logistic Management:
- Prepare project budget including quarterly budget forecast. Monitor expenditure and ensure that the burn rate is within the design spend plan.
- Ensure that Deputy senior officer is briefed on the annual and quarterly spending plan.
- Provide oversight to the development of annual and quarterly procurement plans by the SOP.
- Monitor efficient utilization of the project budget on a monthly basis making use of the Management Account report produced by the Finance Department, and prepare financial analysis and budget variance analysis reports when appropriate.
- Prepare project procurement plan and execute it in line with Concern and SIDA’s logistics and procurement procedures and guidelines.
- Liaise with the Logistics department, to ensure timely delivery and accurate technical inspection of all SRs received.
Networking and external representation:
- Liaise closely with other Consortium project partners including ARC technical and administrative staff.
- Engage with national and provincial government stakeholders including line agencies i.e. ANDMA, NEPA, MRRD, MAIL, etc., and ensure that they are appropriately briefed on the project’s accomplishment and challenges.
- Organize donor visits in close collaboration with the project and district team.
- Develop an active network for mutual learning and exchange of experiences with other ARC partners in the province and at the national level.
- Develop project visibility plans and cooperate with other ARC partners to promote a positive perception of Consortium interventions among communities, media and government agencies.
- Develop operational methodologies and support the development of training modules, and awareness-raising material.
Humanitarian Coordination and Response:
- Coordinate emergency response with the Humanitarian Programme Manager in the event of disasters.
- Provide strategic technical support to the Humanitarian Programme Officer in developing the district disaster preparedness and response plan.
Emergency/ Humanitarian & Core Humanitarian Standards (CHS):
- Concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
- To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
