About Certified Professional Accountants Afghanistan

 Certified Professional Accountants of Afghanistan (CPA Afghanistan) has been established in 2013 with the aim to regulate the accountancy profession in Afghanistan. The main objectives of the CPA Afghanistan are as follow:

1.     To enhance Professional accountancy education and professional qualification in Afghanistan

2.     Practice licensing and registration of individual accountants/auditors and audit firms

3.     Adoption and implementation of international financial standards in Afghanistan

4.   Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures.

Job Descriptions:

The Senior Professional Qualification Specialist will be responsible for the day to day operations of the Professional Qualification Department.

Job Requirements:

  1. Provide advice and guidance necessary to make decisions in the relevant departments to increase efficiency of operations in the departments.
  2. Development and recommendation for the Policies and Procedures for the professional qualification department.
  3. Stipulation of Afghanistan’s accounting and auditing Framework i.e. IFRS for SMEs, IFRS and ISA
  4. Assisting the program manager in leading the qualification department
  5. Drafting and finalizing of Afghanistan version tax and law papers of ACCA
  6. Conducting monitoring visits of the Approved Learning Partners (ALPs) and report on the observations made
  7. Arranging meetings with ALPs from time to time
  8. Developing plans to increase the number of students by visiting different universities, awareness and other ways
  9. Monitoring the bachelor program in Kabul University to ensure quality measures are in place as required
  10. Developing a plan and implementing it to establish the Institute of Professional Accountants of Afghanistan
  11. Working closely with different stakeholders including, ACCA, International Islamic University of Malaysia (IIUM)
  12. Cooperating with the Licensing department in relation to issuing licenses to eligible candidates
  13. Responsible for the Department’s self-assessment of CAPA maturity model from time to time in line with the IFAC membership objective SMO 2
  14. Assessing the level of details of the (CPA Afghanistan) duties and responsibilities that should be prescribed in the law and those that should be separately addressed through bylaws to allow more flexibility for future needed amendments, if any.
  15. Prescribing the requirements for qualification
  16. Prescribing penal provisions for non-compliance with the CPA Afghanistan
  17. Prescribing the actual curriculum and certification program to be adopted nationally.
  18. Development of the Quarterly and Yearly activity plan for the Department
  19. Creating and managing long-term goals in line with the requirement of CAPA, SAFA and IFAC.
  20. Responsible for any task assigned by the Program Manager, DG Treasury and Board Members of CPA Afghanistan.

Managerial Duties:

  1. Preparation of monthly, quarterly and annually plans in accordance with the plan of the general administration, in order to achieve intended goals.
  2. Prepare and deliver workshops, seminars and trainings to employees of the organization to transfer professional skills.
  3. Management and performance evaluation to determine the training needs for the capacity development of employees and departments.
  4. Submit monthly, quarterly, and annual reports on the activities and achievements of the relevant departments, and if necessary, inform the management.
  5. Execution of other duties if assigned by competent authorities according to laws, regulations and objectives.

Coordinating Duties:

Ensuring communication and coordination with related departments.

Job Requirements:

  • Must be Afghan National
  • ACCA, CA, CPA, ICAEW (Member/Affiliate)
  • 4 to 5 years of experience in Audit, tax and Accounting
  • Excellent knowledge of IAS’s/IFRS’s, ISA’s and ISQC-1.
  • Excellent written and verbal communication skills in Pashto, Dari and English languages.
