About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Implement consultation processes with CDCs and DDA members, for effective planning and execution of the community proposed projects.
  • Coordinate project activities with targeted communities’ male and women representatives, Shuras, CDCs, and DDA members.
  • Lead on selection of household beneficiary selection, organizing trainings and meetings, and supervise project activities at community level.
  • Lead on conducting trainings for male and female beneficiaries in the areas of Livestock, Poultry Farming, Agriculture, Market System Development and Improving Market Linkage, Irrigation System Improvement, Hygiene, and CB-NRM.
  • Assist Field M&E and Reporting Officers in conducting projects baseline and end line assessments, internal evaluations and context update.
  • Lead on male and female beneficiaries’ inputs distribution and follow-up activities in the targeted communities.
  • Lead on record keeping and prepare beneficiary data for Technical and M&E/Reporting Staff
  • Any other task assigned by the Provincial Coordinators and Project Officers.

Job Requirements:

  • University degree in Social Sciences, Education or any other relevant faculty is preferred.
  • 1-5 years of experience in community mobilization in districts.
  • Minimum one-year training experience-worked as trainer of the community, in community mobilization. 
  • Strong communication, coordination and liaising skills
  • Fluency in Pashtu, written and spoken while Dari/English as an added value
  • Strong interpersonal and communication skills
  • Familiar with report writing
  • Ready to work, and travel in difficult environment
  • Be familiar with the cultural, socio-economic and political environment in the relevant districts.
