The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

• Lead on CSRLS Market system development, planning and implementation of interventions for smallholder farmers market linkage with private sector associations.
• Lead on conducting market value chain analysis and feasibility study of specific products.
• Work with smallholder farmers to increase their profitability through pre and post-harvest treatment, to reduce products waste, improve product quality for local and regional markets.
• Improve access of smallholder farmers to improved varieties of vegetables, fruit saplings and local markets.
• Improve technical capacity of smallholder farmers in market access and production improvement as per market demand.
• Improves product marketability and profitability by researching, identifying, and capitalizing on market opportunities; improving product packaging; coordinating new product development.
• Perform any other task assigned by the Project Manager and ENRMM Coordinator.

• Teen to fifteen (10 to 15) years of experience in the related field, and experience Marketing
• Bachelor's Degree & MBA, Marketing or a related field
• Adaptability to organized and proactive approach to work.
• Ability to work under pressure and meet tight deadlines.
• Ability to manage staff and contribute to the skills and capacity building.
• Good communication (spoken and written) skills, including ability to explain and present project-related information/requirements and prepare written documents/communications in a clear, concise style. 
• Fluency in English in speech, writing and comprehension to the extent of easy comprehension.
• Working knowledge of Dari and/or Pashto will be an asset.
• Good skills in MS Office Package and Internet applications
• Excellent interpersonal skills and ability to communicate with local communities and project team.
• Regular trips to targeted districts and villages.
