About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Supervise Project activities at the provincial level, including sub-projects in the targeted districts and activities outsourced.
  • Coordinate Project activities with technical and operational staff.
  • Support technical staff (Agriculture/ Livelihood, and Infrastructure/Water Engineer) in developing technical proposal (including; developing projects designing, project plans, and log frame).
  • Coordinate Project activities with implementing partners, provincial line departments, district authorities, DDAs, and CDCs.
  • Review and supervise project field activities reports on the monthly, semi-annual, and annual basis.
  • Filling and record keeping of the CSRLS project documents at the provincial level.
  • Oversee the gathering of additional information for concept notes and technical proposals design and consult regularly with community and district authorities (CDCs, DDA, district governor and line department representatives)
  • Lead on community consultation and sub-project selection process and lead field community mobilizers and technical team.
  • Perform any other task assigned by the Project Manager and ENRMM Coordinator.

Job Requirements:

  • Seven to ten (7 to 10) years of experience in the related field, and experience in working with communities and Monitoring and evaluations of the livelihood projects plan, implement, arrangements, staff and managing day to day operation.
  • University degree in Agriculture, Engineer, NRM. Social Sciences and Education or other relevant academic disciplines
  • Willingness and enthusiasm for working with rural and vulnerable communities living in remote areas of the country. 
  • Very good English and excellent Pashto (spoken and written) will be an asset
  • Good analytical and decision making skills, familiarity with southeast region, and understanding the local context.
  • Good skills in MS Office Package and Internet applications
  • Excellent interpersonal skills and ability to communicate with local communities and project team.
  • Punctual and hardworking, desire to meet deadlines and serve rural communities.
  •  Regular trips to targeted districts and villages.
