Job Descriptions:

  • Position Summary

War Child Canada is looking for a strong and dedicated Finance and Grants Manager to lead and manage its finance, grants, and internal and external compliance functions.

  • Key Areas of Responsibilities:

Finance and Grants Manager will be expected to preform the following specific responsibilities:

Finance and Grants Management (60%)

  1. Development of robust financial control system (policies, manual, guidelines, reconciliations, cash management, etc.) that is in line with country laws and WCC standards.
  2. Review all transactions to ensure accurate data entry into ledger accounting system (NetSuite), lead improvement and system enhancement work, ensuring good housekeeping.
  3. Lead on country budgeting; monitor spending and support program team with preparation of accurate and realistic donor budgets.
  4. Lead on financial reporting to HQ and donors. Focus on continuous improvement to ensure that reports are of high quality.
  5. Ensure full compliance to applicable taxes, and country labor and financial laws.
  6. Ensure full compliance with donor agreements, in relation to spending and reporting.
  7. Monitor partners financial management as it relates to War Child-funded projects, ensuring compliance with War Child and donor rules and regulations.
  8. Conduct at least twice a year monitoring/audit of the local implementing partners if any.

System Improvement (20%)

  1. Review of current finance, grants, operational policies and systems and lead on development and ensuring these policies (manual, guidelines, bank reconciliations, cash management, HR, procurement, etc.) are up to date, accurate and aligned with acceptable international standards.
  2. Support program and operation staff to instill a practices of internal spot check and audit functions, provide guidelines on best practices and ensure country team are accountable for compliance to internal policies and procedures.
  3. Support HR and Logistics team to ensure that all policies and procedures are following financial control systems.

Capacity building and team management (10%)

  1. Conduct capacity need assessment of finance and grants team (each staff member); and prepare capacity building plan through coaching, mentoring and tailor-made trainings.
  2. Ensure roles are responsibilities are clearly understood by each team member.
  3. Ensure effective team management structure and processes are in place. (e.g., individual staff annual performance objectives are set, weekly team meetings, teamwork plan, 1:1 meeting, written record to track progress on performance, and take disciplinary actions where required.)
  4. Staff recruiting where required.
  5. Ensure that non-finance program managers have full understanding of financial policies and procedures.

Strategic support to SMT (10%)

  1. Actively contribute to the senior management team (SMT); by providing timely and accurate information analysis on the financial health of the Afghanistan office.
  2. Assist the Country Director and SMT with country strategic planning, annual planning, programmatic and geographical expansion.

Job Requirements:

  • Academic Background and Knowledge
  • Masters in finance or in business administration with specialization in finance or accounting.
  • At least 5 years of senior management experience both finance, grants and administration including developing and implementing financial and operational policies and control procedures with preference in the non-profit sector.
  • Demonstrable knowledge and experience of successful financial management with preference in conflict or post-conflict zones
  • In-depth knowledge of Afghanistan taxation, labor laws, and financial reporting requirements for NGOs
  • Demonstrable experience of building capacity of staff
  • Previous experience in Afghanistan is mandatory.
  • Pashtu or Dari language skills is mandatory.
