Job Descriptions:

Position Summary:

ELCS requires the service of Data Quality Assurance Officers in five provinces. The DQAOs are responsible for overseeing data collection process, providing guidance and support to the teams of field monitors, and ensure the quality, reliability, and validity of field data, by cross-checking forms and questionnaires. The DQAOs are positioned in each province and will work with provincial teams to devise monthly monitoring and supervision plans, ensuring all M and E tools, questionnaires and other templates are available and accessible for use. Besides routine monitoring of activities, the DQAOs will document findings from spot checks, surprise field visits, and other data quality assurance audits from the field. They will continuously review and appraise the M&E tools and procedures and make improvements to different tools and reporting formats so they are adapted to ground realities. Meanwhile, they will work with team leaders and other members of the TPM team to design training and capacity-building interventions to upgrade the knowledge and skills of field monitors in areas that need attention. The field monitors will also lead the preparation of case studies, and success stories while visiting project sites.

Specific Responsibilities of the position:

  • Support the provincial team in field planning and data quality assurance plans
  • Work with the team lead, the M&E Manager and other senior members of the team to develop data quality assurance guidelines and plans
  • Lead coordination of data quality assurance and visit, while working with the team lead and cooperating partners
  • Lead implementation of data quality assurance visits and spot checks at different levels
  • Conduct data quality assurance and data audit visits from the project sites and document findings in support of the TPM work
  • Map current data collection practices and suggest improvements at multiple levels
  • Review TPM tools, checklists and questionnaires to ensure they are responsive to the objectives of the TPM
  • Assess and appraise TPM tools and update as per the findings from the field
  • Review data collected from the field through different TPM tools i.e checklists, questionnaires for accuracy and completeness and take timely corrective measures
  • Review current data collection practices and provide inputs to further improve and strengthen the process, using standard guidelines and procedures
  • Lead design of on-the-job training sessions for the field monitors and other staff to address performance gaps
  • Lead design and organization of in-service training course on data monitoring and quality assurance process.
  • Provide training and capacity build to staff undertaking data collection on data quality standards
  • Responsible for providing consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives and ensure data quality
  • Work with project staff to provide M&E inputs for reports written during project implementation

Job Requirements:

  • Education:
  •  BSc in Computer Science, Data Analytics, Data Science or other relevant fields
  •  Experience:
  •  At least 5 years of experience
  •  working in the healthcare system in Afghanistan and or similar context
  • Knowledge and Skills:
  • Knowledge of M&E, research and Third-party monitoring principles
  •  Technical knowledge of different M&E systems, Research and survey designs
  •  An understanding of the operating environment in Afghanistan
  • Knowledge of different data quality assurance tools and techniques
  •  Working knowledge of the way healthcare system is structured in Afghanistan including
  •  Familiarity with different M&E modalities including those used by UN and other international organizations projects
  •  Past experience working with UN supported projects in similar positions Past experience working in similar positions,
  •  leading data quality assurance of field data
  •  Experience in hard-to-reach areas of Afghanistan
  •  Ability to operate computer and Ms. Office packages
  •  Ability to adapt to changing working hours due to corona virus pandemic
  •  Demonstrated ability to work independently and under tight deadlines
  •  Ability to take initiative and lead work process with less supervision
  •  Competency in preparation data quality assurance tools
  •  Demonstrated ability to work with a diverse team of professionals from different backgrounds and cultures
  •  Excellent communication in written and spoken English,
  •  Working knowledge of the Afghan national languages (Dari, Pashto)
  •  Ability to work independently or as part of a team
  • Data analytical and data management skills
  • Documentation and reporting skills
