Terre des hommes Lausanne (Tdh) is a Swiss child welfare foundation, that provides assistance and protection to vulnerable populations worldwide. Tdh has been working in Afghanistan since 1995 and carries out projects related to Child Protection, Access to Justice, Mother and Child Health, and Livelihood Programs in Kabul, Herat, Nangarhar, and Kandahar provinces.

Job Descriptions:

The Senior Monitoring, Evaluation, Accountability & Learning assistant provides methodological and technical support to teams to ensure the quality of MEAL tools in projects and programs, working within the framework established by the organization.

The Sr.MEAL Assistant helps collect, process, and analyze data and ensures that monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes.

He/she provides support MEAL team to ensure the MEAL design tools for each Tdh project are implemented and the accomplished data of projects are reported to the MEAL department accordingly.

Support MEAL officer to prepare data for M&E Matrixes, Beneficiary counting and Program indicator reporting, and donor reports. He/she will be responsible for activity verification, Responsible to handle beneficiaries' feedback calls, and communicating and handling their feedback accordingly.
Duties & Responsibilities:
• Helps project team develop and implement monitoring plans that are consistent with the organization’s orientations.

• Checks that data collection tools are consistent with M&E plans and PFU is working in coordination with MEAL officer and reports any technical or methodological issues.  

• Assists the Project team by helping to collect data identified in the M&E plan, FPU, or project monthly progress report in coordination with the MEAL officer. 

• Support MEAL manager in design project Follow-up (PFU) for all Tdh projects.

• Plans MEAL activities and oversees their implementation; manages and supervises related resources. 

• Conduct beneficiary verification survey. And support the project team on Tokens and preparing the distribution list.

• Develop need assessment, baseline and end line, and PDM questionnaire.

• Conduct Need assessment, baseline, end-line survey, and Post distribution Monitoring survey.

• Prepare needed field visit reports and PDM reports.

• Monitoring and Evaluation of OPD patients for services they received such as medicine and check-ups in all target districts.

• Supervises and/or supports data collection activities in the field while respecting ethical and methodological standards.

• Helps manage and organize MEAL information while ensuring that confidential data is protected, in coordination with the MEAL team.

• Monitoring those cases in CMS, especially victim cases, and following up with the relevant team to ensure all follow-up visits are done according to the action plan of the social worker and oversee the dropped and successfully closed cases. 

• Provide training to MEAL & project teams on MEAL's new approaches or reporting systems and beneficiary feedback mechanism.

• Perform activities verification through phone or face-to-face interview. 

• Responsible for handling the feedback mechanism system and follow with the assigned committee. 

• Prepare data for monthly, quarterly, and annual progress reports of all the projects.

• Any other assignment given by the supervisor

Child Protection 

• Child Protection: Use observation skills to detect any behavioral changes or specific vulnerability in children that may be the reason for concern and share these observations with the immediate supervisor and social workers team at joint weekly staff meetings to determine appropriate responses.

• Ensure that all child protection-related activities are in line with child protection minimum relevant standards, and enhance program/activities based on CPMS.

Safeguarding Policy ( Global Code of Conduct):

• Global Code of Conduct (GCC ) Child Safeguarding Policy (CSP), Policy on the Protection from sexual exploitation and Abuse (PSEA ), Directive on Staff Misconduct at Workplace and GBV, Operational Risk Management: Undertake to adhere to the Terre des Hommes safeguarding policy and the principles connected to children's rights

• Undertake to ensure the best possible practical implementation of the safeguarding policy (Global Code of Conduct) and the management of operational risks in his/her area of intervention and within his/her team.

• Make sure all volunteers and visitors sign/understand Tdh Global's code of conduct at a glance and my commitment to child safeguarding.

Safety & Security :

• Conduct field visits with the consent of the line manager who checks the security of the area prior.

• Report instantly if you observe any security threat, hear any report of any suspicion, rumors about the safety of the staff and its beneficiaries 

• Strictly follow Tdh security policy and regional security plan.

Ensure and facilitate prompt sharing of information and action on all events relating to security issues.

Job Requirements:

  • Minimum experience of 3 years work experience in MEAL field with child protection projects with INGOs/NGOs
  • Strongly able to use Ms office and the database software,
  • Excellent typing skills on both Dari and Pashto languages
  • Good on using of internet browsers
  • Have enough knowledge on child violence and protection concerns
  • Excellent communication skills specially speech in front of group of people
  • Familiar with child protection minimum standards and protection mainstreaming
  • Excellent write and speak in English and both national languages Pashto & Dari
