About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Descriptions:

General mission

The Administrative Supervisor manages personnel administration activities in his/her geographical area in accordance with current legislation. S/he ensures that the mission’s HR-related administrative procedures are consistent with HI's HR policies and frameworks and with local law and practices.

S/he manages the work of HRIS and Administrative officers and will make sure their work is up to the standard and comply with all policies and procedures.

 

Missions / Responsibilities

Mission 1: Contributes to the quality of personnel administration for HI staff present in Afghanistan

  • Rolls out personnel administration policies, processes and tools in Afghanistan.
  • Organises staff briefings on administrative matters and local employment conditions
  • Produces documents and applies regulatory procedures concerning personnel administration
  • Is responsible for implementing HI’s social security policy fairly and in compliance with local legislation
  • Ensures that personnel files are archived in compliance with HI’s rules

 

Mission 2: Is responsible for payroll management

  • Is responsible for implementing the payroll process within his/her scope of responsibility in compliance with HI’s legal and social obligations, rules and policies
  • Responsible to check and verify the payroll from other bases and hele the HR representatives if there is a challenge in payroll process.
  • With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.).

 

Mission 3: Oversees staff movements in his/her Afghanistan.

  • Ensures the obtaining, monitoring and renewal of visas for international staff that can be carried out locally
  • Ensure that all local and international flight bookings are on time and in coordination with Safety and Security team to avoid possible security risks
  • Is responsible for implementing and monitoring the R&R policy in Afghanistan

 

Mission 4: Legal and social aspects: participates in monitoring compliance with the HR legal framework in Afghanistan

  • Monitors and informs his/her manager of the need to renew the legal documents ensuring the legal exercising of the Association's activities.
  • Ensures compliance with HI's legal obligations within his/her scope of responsibility: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc., as well as ensuring compliance with the rules of accountability towards donors.
  • Relays or organises the dissemination of information to staff (mandatory notices).
  • With delegated authority from his/her HR (line) manager, represents HI with any existing staff representative bodies.
  • With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, tax authorities, etc.).
  • Contributes to the management of ongoing disputes with third parties or employees in Afghanistan

 

Responsible to update national staff administration

  • To collect, update and file all necessary employee’s documents such as contract including signed regulations, appraisal, warning, data, ID, work permit, health certificate, TIN and other necessary documents 
  • To create new file for newly hired staff.
  • To collect, update and file staff information such as leaves, sickness and attendance
  • To update staff database.
  • To prepare discharge of liability and work certificate for released staff in Kabul
  • Provide support and to visit different Bases in order to make sure that the HRIS rollout and personnel filing is going on smoothly and is up to date.

 

Mission 5: Emergency preparedness and response

Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.

Job Requirements:

Qualifications :

1- Bachelor degree in administrative , business development or relevant sectors

2- Proven experience in HR senior roles for at least 4 years

3- Previous experience in HRIS

4- Fluency in English is a must

5- willing to travel to other provinces

6- Experience in Microsoft office ( Excel ,word , PowerPoint ..etc)
