About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Lead on technical surveys, designing and implementation of irrigation infrastructure.
  • Developing estimate budget and resources required for the irrigation projects and physical interventions.
  • Lead on technical management and implementation of irrigation system improvement construction projects, including capacity building, cost management, time management, work quality and safety, development of work plan and reports.
  • Lead on projects baseline and end line surveys, and reporting projects progress as per donor requirements.
  • In close coordination with supervisor, lead on design and implementation of physical intervention in targeted watershed areas (e.g.  irrigation networks, trenches, eyebrow, ridge terrace, bench terrace, check dams, water harvesting ponds etc.).
  • Working closely with procurement/ logistic, M&E, Admin and finance Department for smooth work progress and timely supply of construction materials/labor and payments.
  • Prepare irrigation project progress report as per the reporting schedule and format.
  • Perform any other task assigned by the Project Manager/ENRM Coordinator.
  • Support and provide guidance to the contractors during projects’ implementation. Working closely with engineers of implementing organizations to make sure the projects are implemented and completed on timely manner, ensuring quality and requirements as per the approved designs (BoQ, Technical Specification and Drawings).
  • Provide technical irrigation inputs to procurement unit for preparation of the tender documents for procuring services and works related to irrigation;
  • Coordinate all technical activities with site supervisors and conduct joint site visit to make sure that the construction/rehabilitation of irrigation infrastructure is according to the engineering standards, project technical specification, design drawing and site condition
  • Responsible for the coordination of all survey on the site to make sure the construction/rehabilitation of irrigation infrastructure is according to the proposed designs.
  • Collect the essential survey data for the design engineer. Presents maps. Take care of the data, survey equipment and make sure it is properly stored/filed.
  • Preparation of maps: project plans, longitudinal profiles, cross-sections, etc.
  • Make preliminary and technical surveys for irrigation projects.
  • Establish accurate benchmarks during topographic survey at each irrigation scheme.
  • Prepare detailed and realistic implementation plan for the designed sub-projects, keeping in mind climatic conditions, remoteness, and technicality of the project in accordance to the available resources for the project implementation.
  • Provides guidance, mentoring and advice to project supervisors for smooth implementation.
  • Frequent travels conducted to the project sites.
  • Perform any other project relevant activity assigned by the top management.

Job Requirements:

  • BSc degree in Irrigation Engineering or equivalent field with a minimum of 5 years experiences in design of irrigation systems
  • Experience in preparation and implementing successful irrigation and watershed management projects.
  • Experience in training and capacity building in hydrology and irrigation.
    Proficiency in AutoCAD, AutoCAD Civil 3D, Ms. Office, Outlook and other software used in engineering for Work.
  • Experience in the use of GPS, Digital Camera, Level and Total Station Machines for Technical survey and Implementation of Engineering projects.
  • Strong interpersonal and communication skills;
  • Experience in conducting assessment/survey and analysis of irrigation infrastructure related activities
  • Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise;
  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
    Fluency in English, Pashto and Dari is required
