Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Descriptions:

MAJOR RESPONSIBILITES

Execution of Business Requirements

  1. Understand the SCM's business requirements and apply in the day-to-day work in alignment with NO Procurement Policy
  2. Receiving and compiling approved requisitions from user departments to facilitate commencement of the procurement process.
  3. Developing Market Solicitation Tools for review prior to release/advertisement/reaching out to marketplaces
  4. Developing Commercial contracts and offer letters for review prior to contracting.
  5. Preparing bid evaluation reports and analysis for review prior to offer and award notifications.

 

Purchase to Pay Tasks

  1. Assist in the daily monitoring, updating, and reporting of the WV A Supply Chain Planning Tool activities and preparation and coordination of the yearly WVA Supply Chain demand plan.
  2. Liaison consolidation of procurement plans with the user departments.
  3. Link Purchase Requests to Procurement Plans and priority of purchases -High Value/Urgently Needed requirements.
  4. Implement Quality Control/Assurance and KPIs to ensure the contractual terms, costs, and schedules.
  5. Liaise with Finance to resolve supplier inquiries and payment issues

 

Purchase Order (PO) Management/Data Management, Analysis and Reporting

  1. Preparing purchase orders and expediting the delivery of goods/services
  2. Conduct spend analysis to support strategic sourcing activities, and Supplier Relationship Management
  3. Prepare summary report of supplier bid responses for Procurement Committee award decision meetings
  4. Track and analyse procurement performance and savings against established target levels 
  5. Receiving and processing suppliers’ invoices for payment

 

Supplier Contract and Relationship Management

  1. Assist in the market research to keep abreast of significant market developments, new potential supply sources; and identify, evaluate and recommend potential suppliers /vendors
  2. Identifies and recommend sources of procurement; register and prequalify potential suppliers through BPS and MDM Procedures
  3. Manage record keeping for all contract-related correspondence and documentation (Master Data Management)
  4. Liaison contract-related information to all stakeholders to ensure optimum usage of contracts.
  5. Release POs to suppliers for spot buys and assigned categories.

Data Management, Analysis and Reporting

  1. Collect and organize data from projects and business units, analyse and collate Invoices, reconcile Payment Packets and check data for accuracy prior to submission to Accounts Payable Unit.
  2. Generate Status Reports at weekly/monthly intervals for each Project and consolidated procurement status reports in order to update the customers and other stakeholders.
  3. Perform Daily reconciliation exercises of all records and transactions performed within the same day and ensure that data validation, integrity and accuracy of data is meticulously maintained.
  4.  Draft relevant audit responses. Maintain contract related electronic and hardcopy files and records to ensure proper accountability. Implement Contracts Management work program.
  5. Performs other duties as assigned.

  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Faryab) interventions.

Required Professional Experience

  1. At least 2 year of working experience in Procurement and Logistics or Accounting field, demonstrating knowledge of procurement policies, processes and procedures and of purchasing techniques.

Required Education:

  1. Bachelor Degree Required any field of studying.
  2. Graduated for Economics is preferred.

  10. Speaks and writes clearly and effectively in English Language

Valid certification in relevant professional Societies will be an added advantage
