MAIN PURPOSE OF JOB:                                          

The Logistics Management Information System (LMIS) Data Quality Assurance (DQA) Senior Officer will be primarily responsible for ensuring the accuracy, completeness, consistency, validity, and reliability of the data gleaned through mSupply. This role involves developing and implementing data quality standards in the form of guidelines and standard operating procedures, conducting data analysis, identifying data quality issues, and closely collaborating with relevant stakeholders to strengthen their capacity to address them. Additionally, he/she will be responsible for developing and maintaining data quality dashboards, reports, and metrics to monitor data quality trends and performance indicators.

Technical:

The Data Quality Assurance Senior Officer will closely work with the AFIAT technical teams, the BPHS/EPHS implementers, and other relevant stakeholders. The activities will include:

• Develop and implement data quality standards, processes, and procedures to ensure data accuracy, completeness, and consistency.

• Perform data profiling and analysis to identify data quality issues, anomalies, and trends.

• Develop and maintain data quality dashboards, reports, and metrics to monitor data quality trends and performance indicators.

• Investigate and resolve data quality issues by conducting root cause analysis, troubleshooting, and working closely with relevant NGOs, and provinces.

• Design and execute data cleansing and enrichment activities to improve data quality.

• Conduct regular audits and assessments of quality of the data stored in mSupply.

• Collaborate with data owners, and data users to define and document data quality requirements and metrics.

• Provide guidance and training to the relevant stakeholders on data quality best practices and standards.

• Stay up to date with industry trends and emerging technologies related to data quality management.

• Collaborate with relevant teams, AFIAT’s Monitoring, Evaluation, Research and Learning (MERL) team and a contractor of mSupply, to ensure data quality controls are integrated into data systems and processes.

• Ensuring data visualizations reflect the appropriate context to inform decision-making at different levels.

REQUIRED MINIMUM EDUCATION:

Bachelor’s degree in computer science, Information Management, Statistics, or a related field.

With master’s degree 4 years of related experience, and with a bachelor’s degree at least 6 years of experience is required.

REQUIRED MINIMUM EXPERIENCE:  

• Six + years of experience in data management.

 KNOWLEDGE AND SKILLS:      

• Strong understanding of data quality management principles, practices, and methodologies.
• Proficient in data analysis techniques, data profiling tools, and statistical analysis.
• Experience with data cleansing, data validation, and data enrichment techniques.
• Excellent problem-solving and analytical skills, with keen attention to detail.
• Proficiency in data quality tools and technologies is desirable.
• A solid working knowledge of data visualization tools such as Power BI
• Experience working with pharmaceutical supply chain systems and pharmaceutical procurement programs is an advantage but not necessarily a requirement.
• Experience in conducting training sessions and mentorship and working with international and local NGOs.

Employees at this level develop and maintain an extensive range of important contacts and network with NGOs’ technical staff, the project’s stakeholders, and as required the MoPH and other government agencies.

COMPETENCIES:          

• Fluency in one national language and working knowledge of a second language. Advanced proficiency in written and spoken English.
• Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Access, Outlook, Datawarehouse and Grafana.
