About MEDAIR:

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district.  The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilisation of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Responsibilities:

Working as a senior member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The Health and Nutrition Manager will develop, lead, monitor and evaluate the assigned health, MHPSS and nutrition project(s), with support from the Health and Nutrition Project Manager and advisors. Develop lead implementation and ensure adequate monitoring and evaluation for effective management and reporting on the project activities in line with the objectives, time frame and budget with a focus on Health (including MHPSS) & nutrition system strengthening, training and coordination. Provide technical support and leadership manage and train Health, MHPSS& nutrition staff to meet quality standards in Health & nutrition Service delivery, anticipate, plan, and contribute to the development of new nutrition project proposals, reports, and health and nutrition relevant needs assessments and surveys. The incumbent will be the focal lead for MHPSS in Uruzgan province.

Major Duties and Responsibilities

Health & Nutrition Management

  • Manage the assigned health, MHPSS and nutrition activities in the health facilities and at community level to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget)
  • Provide strong leadership of the assigned project teams, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local staff.
  • Contribute to development and implementation of an effective health, MHPSS and nutrition intervention including data collection and reporting and monitoring tools, job aids and data quality assurance processes.
  • Oversee proactive planning for responsible exit in consultation with the PM and country health, MHPSS & nutrition advisor, and other health, MHPSS & nutrition staff.
  • Set clear objectives and indicators for all activities in collaboration with the country nutrition advisor, nutrition staff, and, where appropriate, with the local communities.
  • Continuously monitor and supervise all project activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health, MHPSS and nutrition team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable time frames and formats.
  • Contribute to new proposals, linked to the assessed needs and gaps and the Medair country strategy.

 

Staff Management

  • Line-manage the Health, MHPSS & Nutrition Supervisor(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all HF staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.

  • Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for Health, MHPSS & nutrition activities.
  • Assess the training needs of all staff and ensure that appropriate training is conducted, and new skills are used in the field.

  • Coordinate and oversee petty cash requirements of the assigned projects, ensuring all required paperwork is completed accurately and in a timely manner

 

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health, MHPSS & nutrition team, Medair in-country advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
  • Participate in health, MHPSS and nutrition coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the health and nutrition on relevant issues

 

Logistics

  • Support the logistics activities of health & nutrition staff, particularly in relation to the procurement of medicines, supplies and equipment for the assigned facilities and activities.
  • Liaise, as necessary, with the nutrition, MHPSS, health, logistics and finance staff to ensure items are procured, transported, stored, managed, and accounted for correctly

 

Quality Management

  • Use the ONA and Qlik and other operating procedures, ensuring that all standardized formats are used in data collection and monitoring and all nutrition guidelines are followed.
  • Ensure health & nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e., Sphere and CHS standards, WHO recommendations, etc.
  • Develop/adopt supervision and monitoring checklists and implementation during field visits.
  • Contribution to the MEAL team in creating health and nutrition dashboards in line with the project indicators.

 

Delegated Responsibilities

  • At times this position may be asked to assist on support functions in Uruzgan provinces and other Medair Afghanistan offices.
  • While the project is predominately health (including MHPSS) and nutrition focused, this role also includes treatment of co-existing illnesses and a vaccination component.
  • Contribution to the Project Manager in implementation of the assigned health, MHPSS & nutrition project(s) within budget and the agreed time frame
  • Management of the technical aspects of the assigned project, including staff knowledge and performance
  • Authorization of expenditure on applicable budget lines up to $1,000.00 USD

Job Requirements:

PERSON REQUIREMENTS

Education

  • Medical Doctor and master’s degree or higher in public health preferred.
  • Public Health expertise is necessary.

Relevant experience

  • Minimum of five years relevant post graduate experience

Languages

  • Fluent Pashto oral and written skills
  • Excellent English oral and written skills

Computer

  • Good computer skills including Excel.
  • Knowledge of ODK and other tablet-based data collection software
  • Experience using Qlik Sense and statistical software is an advantage.
