Job Description

Background & Purpose

UNFPA Afghanistan implements reproductive health, protection, mental health and psychosocial support, and humanitarian programmes across Afghanistan. Field Monitors support programme oversight by independently collecting and verifying field-level information, assessing service quality, obtaining beneficiary feedback, and identifying implementation gaps and red flags.

The position supports verification of programme implementation and reported results at UNFPA-supported facilities and programme locations.

Key Responsibilities

·  Conduct routine and assigned monitoring visits to UNFPA-supported facilities and programme locations.

·  Verify service availability, staffing, equipment, medicines, commodities and facility functionality.

·  Use UNFPA-approved Kobo, DHIS2 and other monitoring tools/checklists to collect and submit accurate data.

·  Review registers, monthly reports, DHIS2/Kobo records, beneficiary records and other source documents; cross-check reported figures.

·  Interview service providers, implementing partners, beneficiaries and community members, as required.

·  Verify services received, beneficiary feedback, satisfaction, accessibility, quality and complaints.

·  Monitor distributions including dignity kits, RH kits, multipurpose cash, NFIs and other UNFPA assistance, as assigned.

·  Assess infrastructure, privacy, water, electricity, toilets, accessibility, AAP, PSEAH, gender, disability inclusion, visibility and complaint mechanisms.

·  Support rapid assessments, emergency missions, verification exercises, market assessments, post-distribution monitoring and spot checks when requested.

·  Immediately report serious incidents, safeguarding concerns, data-quality issues, access constraints and other red flags.

Job Requirements

·  Relevant university/college qualification in health, public health, social sciences, M&E, development studies, statistics or a related field.

·  Relevant experience in field monitoring, M&E, data collection, verification, research or programme quality assurance.

·  Experience in Afghanistan, remote or humanitarian settings is highly desirable.

·  Practical experience with Kobo, ODK, DHIS2 or similar digital data-collection systems.

·  Ability to conduct interviews, review records, observe services and triangulate information.

·  Good communication skills in relevant local languages; English is an asset.

·  Willingness and ability to travel extensively to assigned provinces/districts.

·  Demonstrated integrity, impartiality, confidentiality and respectful engagement with communities.
