Pharmacy Officer

Bakhter Development Network (BDN) was established and registered in 2001 with the Ministry of Economy in Afghanistan as an Afghan, non-political, non-profit, and non-governmental organization. BDN operates in line with its constitution in three sectors: education, health, and agriculture and livestock. Currently, BDN is involved in implementing different health projects across multiple provinces of Afghanistan, such as BPHS-EPHS projects in Balkh and vertical projects like CBNI, TSFP, PHC ECHO, GC7, S-WIFS, and RMNCAH/SRH and PSS services in provinces such as Balkh, Badakhshan, Baghlan, Faryab, Sar-e-Pol, Jawzjan, Samangan, Takhar, Baghlan, Kapisa, Ghazni, Kunduz, Paktia, Paktika, Khost, Kabul, Parwan, Panjshir, and Maidan Wardak.

The Pharmacy Officer will coordinate pharmaceutical activities under the PHC project in the north-east provinces of Afghanistan with the duty station in the Baghlan sub-office, ensuring the regular supply, quality, appropriate storage, and distribution of medicines, medical supplies, and equipment to project health facilities. The position will support medicine quantification, stock management, reporting and supportive supervision in accordance with applicable national standards, BDN procedures and donor requirements.

The pharmacy officer is responsible for:

• Ensuring a regular supply of medicines, medical supplies and equipment to health facilities, and reviewing pharmacy activities for compliance with BDN, donor and relevant stakeholder policies and requirements.
• Ensure the quality of medicines, medical supplies and equipment during procurement and storage at the provincial office and health facilities.
• Estimate medicine requirements for BPHS implementation at each health facility using actual consumption data and relevant HMIS reports.
• Review health facility medicine requests and distribution lists before finalization, and maintain a standardized medicine consumption reporting system.
• Collect and analyse pharmacy reports and provide feedback to pharmacy staff at project health facilities.
• Assist the project team in designing, planning, and organizing pharmacy-related training.
• Support the recruitment of pharmacists for project health facilities.
• Establish and maintain accurate stock records and appropriate storage and inventory management systems at the provincial pharmacy and health facilities.
• Supervise and monitor pharmaceutical activities and provide practical feedback to improve performance.
• Receive, analyse and approve pharmaceutical requests within delegated authority and in accordance with BPHS requirements, the National Medicines Policy and the applicable Licensed Drugs List.
• Quantify medicine requirements for the project and support timely supply planning.
• Prepare emergency medical kits based on justified project needs.
• Prepare pharmacy reports required by BDN management and donors.
• Participate in pharmacy task force and coordination meetings and represent BDN as assigned.

• Bachelor's degree in pharmacy from a recognized university.
• At least 3 years of relevant experience for pharmacists or 5 years of relevant experience for pharmacy technicians.
• Excellent computer skills.
• Honesty, integrity, and trustworthiness.
• Excellent written and verbal communication skills in English and local languages.
• A proactive approach to working as a member of the provincial team.
• Patience, diplomacy and professionalism.
• Ability to carry out responsibilities and make decisions independently.
• Strong facilitation skills and the ability to work effectively as part of a team.
• Preference will be given to qualified local candidates.
