Job Description

Position Summary

Karwan University invites applications from qualified, experienced, and results-oriented Afghan professionals for the position of Chancellor of Karwan University.

The Chancellor is the chief executive and academic leader of the University and is responsible for providing strategic direction, ensuring sound academic and administrative governance, and representing the University before the Ministry of Higher Education and other relevant stakeholders.

The successful candidate will lead the implementation of the University’s vision and strategic priorities, strengthen teaching and research, promote quality assurance, and ensure that institutional operations comply with applicable laws, regulations, policies, and approved procedures.

Key Duties and Responsibilities

• Provide strategic, academic, and administrative leadership across the University and ensure effective implementation of approved plans and policies.

• Oversee the University’s academic programs, research activities, student services, quality assurance processes, and institutional development initiatives.

• Ensure compliance with the laws, regulations, standards, and official instructions of the Ministry of Higher Education and other competent authorities.

• Chair relevant leadership and academic meetings, follow up on approved decisions, and promote accountable and participatory governance.

• Supervise vice chancellors, deans, directors, and heads of administrative and academic units, and evaluate institutional performance against approved targets.

• Lead strategic planning, annual planning, risk management, and the preparation and responsible implementation of the University’s approved budget.

• Promote merit-based recruitment, professional development, performance management, and a respectful and productive workplace culture.

• Strengthen academic quality, curriculum relevance, teaching effectiveness, research productivity, and student success.

• Safeguard the University’s assets, records, reputation, and financial sustainability through effective internal controls and transparent decision-making.

• Represent Karwan University in official engagements and build constructive relationships with government institutions, academic partners, professional bodies, and the community.

• Submit accurate and timely reports to the competent governing authority and ensure proper follow-up of internal and external review findings.

• Perform other lawful duties associated with the position and assigned by the competent authority.

Job Requirements

Required Education and Experience

• A master’s degree from a recognized institution in higher education management, public administration, business administration, law, social sciences, education, or another relevant field; a Ph.D. is strongly preferred.

• Educational documents must be recognized or attested by the Ministry of Higher Education, as applicable.

• At least seven years of progressively responsible professional experience, including a minimum of three years in a senior academic or administrative leadership role in a higher education institution.

• Demonstrated experience in strategic planning, academic governance, quality assurance, budgeting, human resources, institutional compliance, and performance management.

• A strong record of integrity, sound judgment, impartiality, and responsible leadership.

Core Competencies

• Strong leadership, decision-making, problem-solving, negotiation, and conflict-resolution skills.

• Thorough understanding of higher education administration, academic standards, and institutional quality assurance.

• Ability to lead multidisciplinary teams, manage change, delegate effectively, and hold units accountable for results.

• Excellent written and verbal communication skills in Dari or Pashto; professional proficiency in English is required. Ability to communicate in both national languages is an advantage.

• Competence in digital office systems, institutional reporting, data-informed planning, and professional correspondence.

Eligibility Requirements

• Afghan nationality and a valid national identity document.

• Good professional reputation and no record of conduct incompatible with a senior university leadership position.

• Ability and willingness to work full time in Kabul and comply with the University’s policies and applicable regulations.
