Gender, Protection and Disability Inclusion Officer

Afghanistan National Re-Construction Coordination (ANRCC) is professionally managed committed Afghan, non-governmental, non-political and non-profit development-oriented organization. It was established in 1994 to meet the dire needs of vulnerable Afghan refugees and internally displaced families at the time of civil war and factional fighting followed by Soviet Union’s invasion of the country and troops withdrawal in early 1990’s. Earlier it was registered with UN Coordination Body for Afghanistan in Pakistan. Presently ANRCC is registered with Ministry of Economy under registration number 117.

ANRCC head office is located in Kabul city whereas for successful outreach and effective implementation of projects in targeted areas, it has regional office in Kandahar with provincial offices in Ghazni, Zabul, Uruzgan, Helmand, Farah, Nimroz, Parwan, Nanagerhar and Paktia.  ANRCC has skilled experienced, qualified professional staff who have capacity and competence involved to all the desired activities that promotes the goal and objective of the organization. Moreover, ANRCC's staffs are all well versed with local areas, their cultures and social norms with strong trust among the community including tribal elders, Shuras, civil society and government authorities. It is worth mentioning that our management, facilitators and project staff are specialized in different aspects of project designing & implementation for the community development. ANRCC's staffs have strong local knowledge of community development in Afghanistan and are familiar with key players both in donors and government. We try our best to provide value to our beneficiaries and solutions to their pressing needs. ANRCC is an experienced organization, able to react promptly and successfully to any project, regardless of its size or complexity.

The Gender, Protection and Disability Inclusion Officer is responsible for ensuring that gender equality, protection, safeguarding, and disability inclusion are effectively integrated throughout project design, implementation, monitoring, and reporting. The position works closely with project teams, communities, government stakeholders, partners, and other relevant actors to promote safe, inclusive, equitable, and accessible programming.

• Integrate gender equality, protection, safeguarding, and disability inclusion principles into project activities and implementation plans.
• Conduct gender, protection, accessibility, and inclusion assessments to identify barriers, risks, and specific needs of vulnerable groups.
• Ensure that women, girls, persons with disabilities, and other vulnerable or marginalized groups can safely and meaningfully participate in project activities.
• Provide technical advice and practical support to project staff on gender, protection, safeguarding, and disability inclusion.
• Develop and facilitate awareness sessions and capacity-building activities for staff, partners, community representatives, and beneficiaries.
• Promote prevention of discrimination, exploitation, abuse, harassment, and other protection risks within project activities.
• Support the development and implementation of appropriate referral pathways for protection concerns and specialized services.
• Ensure that project activities and facilities are accessible and appropriate for persons with different types of disabilities.
• Promote meaningful participation of persons with disabilities and their representative organizations in project planning and implementation.
• Ensure gender- and disability-sensitive approaches are incorporated into project monitoring and evaluation systems.
• Collect and analyze sex-, age-, and disability-disaggregated data where appropriate and safe.
• Conduct regular field visits to monitor gender, protection, safeguarding, and inclusion standards.
• Identify protection and inclusion gaps and provide practical recommendations to the Project Manager.
• Support the development of gender- and disability-sensitive communication and information materials.
• Ensure community feedback and complaints mechanisms are accessible, safe, confidential, and inclusive.
• Maintain confidentiality when handling sensitive protection-related information.
• Report any safeguarding or protection concerns through established organizational reporting mechanisms.
• Document lessons learned, good practices, challenges, and recommendations related to gender and inclusion.
• Coordinate with relevant government departments, NGOs, UN agencies, protection actors, disability organizations, and community representatives as appropriate.
• Perform other duties related to gender, protection, safeguarding, and disability inclusion as assigned by the supervisor.

• Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Human Rights, Protection, Disability Studies, Social Work, or a related field.
• Minimum 3–5 years of relevant experience in gender, protection, safeguarding, disability inclusion, or related humanitarian/development programming.
• Experience working with NGOs, UN agencies, government institutions, or community-based organizations is preferred.
• Strong understanding of gender equality, protection principles, safeguarding, PSEA, and disability inclusion.
• Experience conducting training, assessments, field monitoring, and community consultations.
• Good knowledge of inclusive and participatory approaches.
• Strong communication, facilitation, coordination, and interpersonal skills.
• Good written and verbal communication skills in English and relevant local languages.
• Ability and willingness to travel regularly to project implementation sites.
