CALL FOR CVs (Subject to Project Approval): Chartered Accountant

Key Responsibilities

The Chartered Accountant will:

• Review financial records, statements, reconciliations, and accounting practices.
• Provide technical advice on accounting, taxation, payroll, and financial reporting.
• Review donor-funded project expenditures, budget utilization, and cost allocations.
• Assess internal controls and recommend improvements.
• Support preparation for external, donor, and statutory audits.
• Review and advise on tax calculations and statutory compliance.
• Identify financial risks, irregularities, and control weaknesses and recommend corrective actions.
• Provide technical guidance and capacity building to Finance staff.
• Advise management on complex financial and accounting matters.
• Maintain professional independence, confidentiality, and integrity.

Qualifications & Experience

• Recognized Chartered Accountant (CA) or equivalent professional qualification.
• Minimum 5 years of relevant professional experience.
• Previous experience with NGOs/INGOs and donor-funded projects is highly desirable.
• Strong knowledge of accounting, auditing, taxation, internal controls, and financial reporting.
• Good knowledge of Afghan tax and statutory requirements.
• Strong analytical, communication, and report-writing skills.
• High level of professional integrity and confidentiality.

5. Deliverables

The CA will provide, as applicable:

• Financial and compliance review reports.
• Audit-readiness and audit-support services.
• Tax and statutory compliance advice.
• Internal control recommendations.
• Technical accounting opinions and advisory notes.
• Periodic/final assignment reports.
