The successful candidates will play a key role in planning, coordinating, and conducting monitoring missions at the district, village, community, and household levels across the assigned provinces.
Field Monitoring Associates will be responsible for monitoring activities across the following provinces of Afghanistan:

Implement monitoring plans by conducting scheduled field visits and spot checks across assigned provinces; capture and analyze data promptly and accurately; conduct qualitative assessments at selected sites; and report findings to the relevant supervisor. Field visits shall include taking date-stamped digital photographs where appropriate.

Undertake field monitoring visits during beneficiary selection by implementing partners at the village and community levels, ensuring that agreed selection criteria, livestock-related eligibility requirements, and humanitarian principles are consistently applied.

Monitor the distribution of livestock and animal-related assistance, including livestock protection packages, animal feed, veterinary supplies, poultry packages, small livestock, animal health inputs, and other emergency livelihood assistance at designated distribution sites across the assigned provinces.

Monitor livestock-related cash and in-kind assistance activities and ensure that agreed distribution mechanisms, beneficiary verification procedures, and accountability measures are properly implemented throughout the process.

Conduct post-distribution monitoring to verify that beneficiaries have received the intended assistance, are appropriately using livestock inputs and supplies, and are applying the technical knowledge provided by implementing partners.

Monitor animal health, livestock management, animal husbandry, poultry, and other livestock-related training sessions conducted by implementing partners at community, village, and district levels.

Assess and monitor the quality and appropriateness of livestock-related technical interventions, including animal feeding, shelter management, vaccination awareness, disease prevention, breeding practices, poultry production, small ruminant management, and other animal production activities, as applicable.

Monitor compliance with environmental and social safeguards, including gender considerations, during the implementation of humanitarian and resilience activities such as emergency livestock assistance, animal health interventions, cash-for-work activities, natural resource management, irrigation and water management, and livelihood activities.

Conduct community-level monitoring of cash-for-work (CFW), irrigation restoration, livestock-related livelihood activities, and resilience-building interventions through regular site visits, verifying compliance with process, safety, attendance, equipment, site management, drinking water, and other agreed requirements.

Monitor the distribution and utilization of emergency assistance packages, including livestock protection packages, animal feed, veterinary supplies, poultry packages, small livestock, home-based poultry activities, agricultural and livestock inputs, cash-for-work, unconditional cash transfers, small farm equipment, and seasonal livelihood support at distribution sites and household/community levels.

Verify livestock-related project outputs and beneficiary utilization through household visits, interviews, direct observation, and review of relevant project records.

Conduct interviews and consultations with livestock owners, community elders, women beneficiaries, local livestock workers, community representatives, and other relevant stakeholders to assess the effectiveness, relevance, and utilization of project assistance.

Conduct periodic monitoring of third-party monitoring contractor surveys at the village level to ensure enumerators collect accurate, reliable, complete, and independent data.

Attend Training of Trainers (ToT) sessions at the designated regional office to understand emergency livelihood, livestock, resilience, and animal production projects and the technical aspects of project interventions.

Undertake field-level verification of beneficiary records, livestock-related distributions, training attendance, and project activities using Kobo Toolbox and/or paper-based monitoring tools, as applicable.

Conduct ad hoc meetings and interviews with community elders, livestock owners, beneficiaries, implementing partners, local authorities, and other relevant stakeholders at the district and community levels, and submit meeting minutes to the Regional Office and MEAL Unit.

Identify and report implementation challenges, beneficiary concerns, protection issues, inclusion gaps, potential fraud or misuse of assistance, and other risks observed during monitoring missions.

Submit timely and accurate field monitoring reports after each visit to the Regional Office and the MEAL Unit using Kobo Toolbox and/or paper-based reporting tools, as applicable.

Maintain confidentiality and independence during all monitoring activities and ensure that monitoring findings are based on objective observations and verified information.

Coordinate closely with supervisors, MEAL staff, implementing partners, community representatives, and relevant stakeholders while maintaining the monitoring process's independence and integrity.

Perform any other duties related to field monitoring and animal science/livestock interventions as assigned by the supervisor.
