Legal Mentor

The Organization for Social, Cultural, Awareness & Rehabilitation (OSCAR) is a national, non-governmental, non-political, non-profit, and humanitarian organization dedicated to supporting vulnerable and marginalized communities across Afghanistan. Established in 2014 by experienced and committed Afghan development practitioners, OSCAR promotes sustainable development, community empowerment, social protection, and humanitarian assistance. OSCAR is officially registered with the Ministry of Economy of the Islamic Emirate of Afghanistan and works in areas including Education in Emergencies, child protection and safeguarding, women’s empowerment, livelihoods and economic empowerment, emergency assistance, health and nutrition, and community development.

Over the years, OSCAR has worked closely with communities, government institutions, UN agencies, international organizations, and development partners to deliver needs-based, inclusive, and accountable programs. The organization is committed to strengthening local capacities, building community resilience, protecting the dignity and wellbeing of vulnerable people, and contributing to sustainable and inclusive development throughout Afghanistan.

The Legal Mentor will provide technical legal guidance, mentoring, and capacity building to the selected community structure and Community Legal Awareness Facilitators. The position will support communities to improve their practical understanding of civil documentation, housing, land and property rights, family laws, and available support and referral options.

The Legal Mentor will ensure that legal awareness activities are based on Afghanistan’s applicable legal framework and relevant principles of Islamic jurisprudence (fiqh), while ensuring that community facilitators do not replace formal justice institutions or provide legal representation.

Key Responsibilities

• Identify and assess the capacity and needs of the selected community structure.
• Develop and deliver tailored legal training and mentoring sessions.
• Provide Training of Trainers (ToT) for Community Legal Awareness Facilitators.
• Provide practical guidance on:

ü  Civil documentation;

ü  Housing, Land and Property (HLP) rights;

ü  Family law;

ü  Legal and support services available;

ü  Safe referral mechanisms.

• Simplify legal concepts for community members and low-literacy participants.
• Mentor Community Legal Awareness Facilitators in conducting community awareness sessions.
• Support facilitators to provide accurate information and safe referrals.
• Coordinate with community leaders, religious leaders, women representatives, and other relevant community actors.
• Support community-level dispute-resolution and recourse mechanisms without replacing formal justice institutions.
• Ensure legal awareness activities are conducted in a culturally sensitive and conflict-sensitive manner.
• Integrate safeguarding, PSEA, GRM, and Do No Harm principles into legal awareness activities.
• Prepare training materials, session reports, mentoring reports, and other required documentation.
• Contribute to monitoring, learning, and project reporting.

Required Qualifications and Experience

• Master’s degree in Law or a related field.
• Minimum 4 years of relevant experience with a Master’s degree, or 6 years with a Bachelor’s degree.
• Strong knowledge of Afghanistan’s current legal framework.
• Good knowledge of relevant principles of Islamic jurisprudence (fiqh).
• Demonstrated knowledge of HLP rights and civil documentation procedures.
• Experience in legal awareness, legal counselling, mediation, dispute resolution, or community-based legal support.
• Experience working with vulnerable groups, particularly women, returnees, IDPs, and communities.
• Previous experience conducting training, ToT, mentoring, or facilitation is highly desirable.

Languages

• Fluency in Dari and/or Pashto.
• Good command of English is preferred.

The UNDP TOR specifically requires strong knowledge of Afghanistan’s legal framework, HLP rights, civil documentation, community dispute resolution, and facilitation skills for this function.
