Project Background

This project aims to provide humanitarian health services to vulnerable communities in Paktika province of Afghanistan, who face harsh winter conditions and limited access to health facilities. IMC proposes to establish and support 10 health sub-centers (HSC) in underserved and hard to reach areas of the province, where people face seasonal and geographical barriers, lack of public transportation, scattered population, and cultural barriers, especially for women and girls. These areas include seven districts of Paktika province. Two HSCs in Urgon District (1 Soor-Kamar and 1 Dara HSCs), two HSCs in Sarawaza district (1 Soorgot and 1 Alizi), two in Zeruk district (1 Jamat-nara, and 1 Kayhon HSCs), Omna district (1 Atta-khona HSC), Nika district (1 Narakai HSC), Giyan district (1 Gulyi HSC), and Gomal district (1Menzai HSC), Each HSC will have six technical staff (one doctor, one midwife, one vaccinator, one nutrition nurse, one MHPSS counselor, and one medicines dispenser) and two support staff (a cleaner and a guard). Services provided by IMC will include control of communicable diseases; Reproductive, Maternal Newborn, and Child Health Services (RMNCH); routine immunization; outpatient consultation for common morbidities, MHPSS services; public health nutrition services including prevention and treatment of malnutrition, surveillance, and referral; sexual and reproductive health services such as antenatal care, skilled delivery services, and postnatal care; health and hygiene education including awareness raising on acute respiratory infections; and provision of essential pharmaceuticals and medical commodities. Other essential activities will include ensuring appropriate Infection Prevention and Control (IPC) protocols and measures, including early detection and prevention measures of communicable diseases includingCOVID-19 prevention, staff training, provision of personal protective equipment (PPE) for staff. IMC will ensure that health facilities are regularly supplied with essential medicines and medical supplies as per the standard lists of the Ministry of Public Health (MoPH). All emergency cases that require advanced/dedicated services will be referred to the nearest higher-level health facilities or provincial hospitals as appropriate.  Under this project, IMC will directly reach 72,526 beneficiaries (22,483 men, 26,835 women, 10,879 boys, and 12,329 girls). All the services provided under project are closely related to the cluster priorities, including increasing access to curative and preventive health services during harsh winter and training health workers in case detection and management of severe cases of acute respiratory infections.

 

Job Descriptions:

Job Purpose

The Field Site Manager will be responsible for overall management and implementation of AHF-Health Project in Paktika province.  He/she will work as a member of health program management team.

Main Duties & Responsibilities

  • Develop detail project implementation plan and manage the implementation of project in the targeted districts and ensure project objectives are met with highest standards and best practices.
  • The Field site Manager is budget holder for the project with overall responsibility of the Project Management including daily operation of the project.
  • Provide weekly, monthly, and quarterly report of project activities to National Project Manager and Sr. Medical Coordinator.
  • Develop and update the PMTs, Project Implementation Plan, Procurement Plans and Project Budget Pipelines.
  • Follow IMC, donor and MoPH established policies, procedures, and objectives; continuous quality improvement initiative works/ performance.
  • Identify and make decision to solve immediately any problem which interferes in the delivery of services or in achieving the program objectives and provide report to his/her immediate supervisor.
  • Ensure regular time recording on timesheets online through the staff having access to Costpoint or their immediate supervisors with approval of the leave request, and timesheets at the end of each month.
  • Closely follow up for all feedback given by other parties relevant to the project.
  • Ensure timely completion of all MAST or other required initial and Refresher trainings for his/her own and Project staff.
  • Adhere to IMC SEA, Safeguarding and Anti-Corruption policies and immediately report any suspected case of SEA, Safeguarding and corruption or breach of CoC.
  • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project and update Project Management Tools on monthly basis and share with M&E department.
  • Compile monthly, semi-annual, and final reports on time and with accurate data.
  • Update monthly procurement plan and work closely with Logistics department to ensure its smooth implementation.
  • Provide information and contribute to budget management and pipeline preparation on monthly basis with Technical Manager.
  • Represent International Medical Corps and project at all levels including communities, government agencies and other organizations by attending meetings, sharing information and providing feedback when requested.

 Supervisory Tasks

  • Conduct regular supervision from mobile health teams.
  • Prepare monitoring and supervision reports and share with Medical Coordinator and related Project and health facilities staff.
  • Share project progress with MoPH, PHD, district health officer, health shura members and district governors.
  • Ensure the project set target for each Sub Health Centers are on track together with RMNCH officer, Nutrition Officer, Senior Health Officer , MEAL /HMIS officer and Pharmacy Officer and supervise the progress on monthly and quarterly basis as well as during monitoring supervision of the field sites.

 Technical Tasks

  • Provide weekly & month report to National Project Manager/Sr. Medical Coordinator.
  • Monitor and supervise progress of project.
  • Meet physically or virtually on monthly basis with the Project Manager and Sr. Medical Coordinator to report the project progress.
  • Work together with other key project team regarding their performance at Provincial.
  • Provide on-the-job training to project and field staff based on need.
  • Perform other duties assigned by the National Project Manager/ Sr. Medical Coordinator, Deputy Country Director/Country Director.

 Coordination

  • Coordinate with local and international NGOs, UN agencies, Afghan Government Authorities, and other stakeholders to ensure holistic support to project activities. 
  • Together with PSS Officers, actively participate in Protection Cluster, relevant Sub cluster, working groups and other relevant monthly meetings and ad hoc meetings to maximize coverage and minimize duplication of services.
  • Maintain calendar of events and meetings at site level with staff who will participate and prepare meeting minutes.

Human Resource Management and supervision

  • Supervise, support and guide the project staff in the Paktika province to ensure project objectives are met   adheres organizational policies and procedures, donor requirements and government guidelines. 
  • Develop quarterly/semi-annual goals and objectives for project offices and review the progress on a regular basis. 

Security

  • Ensure compliance with security protocols and policies. 
  • Consider security implications of all project activities, review all new initiatives with national staff and community leaders. 

Others

  • Ensure maximum visibility of International Medical Corps and donor while implementing the project activities.

Qualifications

Must be graduated from a recognized Medical University, MPH degree will be a plus.

Experience

At least 3-5 years of full-time experience in Project Management at provincial health projects/Technical health positions. Preference will be given to the locals of the duty station.

Competency 

  • Training in Management, financial management and PSS Counselling will be a plus point.
  • Must have good computer skills, especially with MS Office (Word, Excel, and PowerPoint) packages, Internet etc.
  • Must have knowledge of English and Dari and/or Pashto languages, both written and spoken.
  • Must have interpersonal and communication skills.
  • Must have supervisory, team worker, analytical and monitoring & evaluation skills.
  • Must have experience in planning and reporting.
  • Must be willing to travel to the project sites.
