Position Summary:
The Field Monitor will work under the direct supervision of the M&E Officer and will be responsible for monitoring and verifying field-level activities under the General Food Assistance (GFA) project. The position will conduct field monitoring of beneficiary identification and verification, registration, food/cash distributions, distribution-point monitoring, beneficiary entitlements, Food/Cash Basket Monitoring, and Post-Distribution Monitoring (PDM). The Field Monitor will verify the accuracy and quality of field implementation, document findings and concerns, support accountability to affected populations, and promptly report irregularities, protection concerns, and implementation challenges.
The position requires strong field monitoring, data collection, reporting, communication, and problem-solving skills, as well as a commitment to humanitarian principles and Do No Harm. He/ She must have 2-3 years of relevant experience and fluency in Pashto/ Dari and English, both verbal and written.

a) Key Responsibilities
o Conduct regular field visits, spot checks, and direct observations in accordance with approved monitoring plans, tools, methodologies, and schedules to assess the quality, compliance, and progress of GFA activities.
o Monitor beneficiary identification, verification, registration, and targeting processes to ensure approved vulnerability and eligibility criteria are applied accurately, transparently, and consistently.
o Verify, through approved monitoring procedures, that registered beneficiaries receive the correct food or cash entitlement and document missed beneficiaries, inclusion/exclusion errors, duplicate records, incorrect entitlements, or other discrepancies.
o Monitor the readiness, accessibility, safety, organization, and functionality of Food Distribution Points (FDPs), including beneficiary flow, commodity availability and condition, entitlement verification, and orderly distribution arrangements.
o Monitor food and cash distributions to ensure assistance is delivered safely, fairly, transparently, and with dignity, and report unauthorized deductions, beneficiary manipulation, diversion, or other irregularities.
o Conduct Food/Cash Basket Monitoring and Post-Distribution Monitoring (PDM) in accordance with approved methodologies, sampling and M&E tools, and communicate findings and recommendations to the M&E Officer.
o Monitor access to assistance for women, female-headed households, persons with disabilities, elderly persons, and other persons with specific needs, and identify barriers requiring corrective action or referral.
o Support community awareness and Accountability to Affected Populations (AAP), ensure beneficiaries are informed about their entitlements and feedback mechanisms.
o Use approved M&E and digital data-collection tools, including KoboToolbox, ODK, MODA, or equivalent systems, and ensure monitoring data is complete, accurate, consistent, and submitted on time.
o Cross-check field observations and monitoring findings against beneficiary lists, distribution records, tally sheets, attendance records, and other relevant documentation, and immediately report discrepancies.
o Prepare and submit accurate monitoring reports and document key findings, challenges, good practices, lessons learned, and recommendations for project improvement.
o Maintain confidentiality, impartiality, and professional independence during all monitoring and beneficiary interactions.
o Apply protection, safeguarding, PSEA, Child Protection, Do No Harm, and humanitarian principles throughout all monitoring activities and promptly report related concerns.
o Immediately report suspected fraud, diversion, unauthorized deductions, falsification of records, security incidents, access constraints, interference with monitoring, or other serious risks through established reporting channels.
o Coordinate with the M&E team, District Supervisor, Project Manager, field staff, communities, local authorities, and other relevant stakeholders as required, while maintaining the independence and objectivity of monitoring functions.
o Perform other relevant duties assigned by the line manager in support of effective monitoring and project accountability.
