Position Summary:
The District Supervisor is responsible for the effective planning, coordination, supervision, and monitoring of General Food Assistance (GFA) activities at district/s level. The position oversees field teams and supports the implementation of beneficiary identification and verification, registration, food/cash assistance, community mobilization, distribution activities, and related project interventions in accordance with approved project plans, requirements, MAAO policies, and humanitarian principles.
The District Supervisor serves as a key field-level coordination focal point between MAAO project teams, beneficiaries, communities, local authorities, and other relevant stakeholders. The position conducts regular field monitoring visits, supports problem-solving, ensures proper documentation and reporting, promotes accountability to affected populations, and ensures that assistance is delivered safely, fairly, transparently, and with dignity. He/ She must have 2-3 years of relevant experience and fluency in Pashto/ Dari or Uzbek and English, both verbal and written.
Major Area of Responsibilities:
a) Key Responsibilities
o Supervise and coordinate the day-to-day implementation of GFA activities in the assigned district(s), ensuring compliance with approved plans, targets, timelines, MAAO policies, donor requirements, and project procedures.
o Develop and follow up district-level activity plans, coordinate assigned field staff, provide guidance, and conduct regular field visits to monitor progress, identify challenges, and ensure timely corrective action.
o Monitor beneficiary identification, verification, registration, and distribution processes to ensure approved targeting criteria are applied accurately, transparently, and impartially.
o Supervise food and cash distributions, including distribution-point readiness and off-the-truck arrangements where applicable, ensuring safe, orderly, dignified, and equitable delivery of assistance.
o Monitor beneficiary attendance, entitlement verification, distribution records, and unresolved cases, and report missed beneficiaries, inclusion/exclusion errors, duplication, discrepancies, suspected fraud, or other irregularities through established procedures.
o Ensure beneficiaries and communities receive clear information on eligibility criteria, entitlements, distribution schedules, project procedures, and available feedback and complaint mechanisms.
o Promote community participation and Accountability to Affected Populations (AAP), and support the documentation, referral, and follow-up of complaints and feedback through the established Community Feedback Mechanism (CFM).
o Coordinate with MEAL staff during field monitoring, verification, and Post-Distribution Monitoring (PDM), and support follow-up of findings and corrective actions.
o Maintain effective coordination with district authorities, relevant government departments, community leaders, and other stakeholders while upholding MAAO’s neutrality, impartiality, and independence.
o Prepare and submit accurate and timely daily, weekly, and monthly reports, including quantitative and qualitative progress, challenges, achievements, lessons learned, good practices, and success stories.
o Maintain complete and up-to-date project records and supporting documentation and ensure timely follow-up of monitoring, coordination, and project action points.
o Ensure protection, safeguarding, PSEA, Do No Harm, and inclusion principles are integrated into field activities, with particular attention to PBW, women, persons with disabilities, elderly persons, and other persons with specific needs.
o Immediately report safeguarding concerns, security incidents, fraud allegations, serious distribution irregularities, and other critical issues through established reporting channels.
o Ensure effective use of project resources and compliance with MAAO policies, donor requirements, standards, and applicable regulations.
o Perform other duties relevant to the position as assigned by the Project Manager.
