Job Description

The Livestock Assistant will support the implementation of livestock interventions under the CARE’s livelihood project, with a particular focus on the procurement, distribution, and post-distribution monitoring of dairy (milking) cows. The position will assist in beneficiary identification and verification, organize and facilitate livestock management training, provide technical extension support to beneficiary households, and monitor the performance of livestock-related activities. The Livestock Assistant will work closely with communities, local veterinary service providers, government line departments, and other stakeholders to improve livestock productivity, household income, food security, and resilience.

1. Support the identification, verification, registration, and selection of eligible beneficiary households in accordance with project targeting criteria.
2. Assist in the procurement, inspection, transportation, and distribution of dairy (milking) cows, ensuring livestock meets project quality and health standards.
3. Coordinate livestock distribution activities and ensure transparent, timely, and accountable delivery to beneficiaries.
4. Conduct pre-distribution orientation and post-distribution monitoring visits to assess livestock management and beneficiary compliance.
5. Deliver practical training on dairy production, animal husbandry, feeding, housing, breeding, fodder production, hygiene, milk handling, and animal welfare.
6. Provide regular technical advice and extension support to beneficiary households to improve livestock productivity and income generation.
7. Promote good animal health practices, including vaccination, deworming, disease prevention, biosecurity, and timely referral to veterinary services.
8. Monitor the health, productivity, and utilization of distributed livestock and recommend corrective actions where necessary.

9. Support the establishment of demonstration sessions, farmer field schools, and peer learning activities to promote improved livestock management practices.
10. Collect, verify, and maintain accurate records on beneficiaries, livestock distribution, training attendance, monitoring findings, and project indicators.
11. Prepare field visit reports, monitoring reports, activity reports, success stories, case studies, and other required documentation.
12. Coordinate with the Department of Agriculture, Irrigation and Livestock (DAIL), veterinary clinics, Community Development Councils (CDCs), village leaders, and other relevant stakeholders to facilitate effective project implementation.
13. Support market linkage initiatives by connecting dairy producers with input suppliers, veterinary service providers, milk collection centers, processors, and local markets where appropriate.
14. Ensure all livestock activities comply with project guidelines, donor requirements, organizational policies, and technical standards.
15. Promote the inclusion and active participation of women, returnees, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups in project activities.
16. Ensure compliance with the organization's Code of Conduct, Prevention of Sexual Exploitation and Abuse (PSEA), Child Safeguarding, Gender Equality, and Safeguarding policies.
17. Support the planning and organization of livestock training, awareness sessions, community meetings, and other capacity-building events.
18. Assist with logistical, administrative, and operational arrangements related to livestock activities.
19. Perform any other duties assigned by the supervisor to support the successful implementation of the Project.

Job Requirements

Education
• Diploma or bachelor’s degree in animal science, Veterinary Science, Livestock Production, Animal Husbandry, or another related field.

Languages

• Fluency in Dari and/or Pashto.
• Working knowledge of English is desirable.

Experience
• Minimum 5 years of relevant experience in livestock development, dairy production, veterinary extension, rural livelihoods, or agricultural development projects.
• Experience in livestock distribution, beneficiary training, and community-based extension services is highly desirable.
• Previous experience working with NGOs, INGOs, or donor-funded projects is an advantage.

Technical Skills

• Good knowledge of dairy cattle management and animal husbandry.
• Understanding of livestock feeding, breeding, housing, fodder production, and animal health management.
• Familiarity with livestock extension approaches and adult learning methodologies.
• Experience in beneficiary training, community mobilization, and field monitoring.
• Ability to collect and manage project data and prepare field reports.
• Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint).
