Job Description

The Vocational Training (VT) Officer is responsible for planning, coordinating, implementing, and monitoring vocational training (VT) and Income-Generating Activities (IGA) for vulnerable children, adolescents, and caregivers under the Child Protection project. The position ensures that VT and IGA interventions are implemented in accordance with project objectives, quality standards, and child protection principles, enabling beneficiaries to develop marketable skills, strengthen their resilience, and improve their livelihood opportunities. The VT Officer works closely with trainers, service providers, community structures, and project staff to ensure effective beneficiary selection, training delivery, startup kit distribution, IGA implementation, and post-training follow-up while promoting the safety, well-being, and economic empowerment of vulnerable children and families.

 

Duties and Responsibilities:
  • Plan, coordinate, implement, and monitor Vocational Training (VT) and Income-Generating Activities (IGA) in line with project objectives, donor requirements, and organizational policies. 
  • Identify, assess, register, and select eligible beneficiaries in coordination with Child Protection teams, community structures, and relevant stakeholders.
  • Conduct beneficiary assessments, market assessments, and training needs assessments to ensure appropriate vocational and livelihood interventions.
  • Coordinate with vocational training centers, master trainers, and service providers to ensure quality training delivery, regular attendance, and beneficiary participation.
  • Conduct regular field monitoring visits to training centers, apprenticeship sites, and beneficiary businesses to ensure quality   implementation and provide technical support.
  • Coordinate the procurement, distribution, and accountability of training materials, equipment, tools, and startup kits in collaboration   with logistics and procurement teams.
  • Prepare and deliver presentations, orientations, awareness sessions, and training materials for beneficiaries, project staff, partners, and stakeholders as required. 
  • Monitor beneficiaries after graduation and startup kit distribution to assess business establishment, income generation,   sustainability, and provide technical follow-up support.
  • Maintain accurate beneficiary records, assessments, attendance sheets, distribution records, and project documentation, and   prepare timely weekly, monthly, quarterly, and donor reports.
  • Develop success stories, case studies, lessons learned, and other communication materials highlighting project achievements and beneficiary outcomes.
  • Coordinate with government authorities, community leaders, private sector actors, and humanitarian partners while ensuring     compliance with Child Protection standards, Child Safeguarding, PSEA, AAP, and the organization's Code of Conduct.
  • Perform any other duties assigned by the Child Protection Manager or Project Manager to support the effective implementation of the Child Protection project. 

Job Requirements

  • Bachelor’s degree in Agriculture, Business Administration, Social Sciences, or a related field
  • Minimum 3 years of relevant experience in Vocational Training (VT), Income-Generating Activities (IGA), livelihoods, agriculture, or skills development projects in humanitarian or development settings (Couples will be preferred).
  • Knowledge of agriculture, livestock, kitchen gardening, entrepreneurship, and livelihood programming is highly desirable. 
  • Experience in beneficiary selection, vocational training, startup kit distribution, assessments, monitoring, and reporting. 
  • Good understanding of Child Protection, Child Safeguarding, PSEA, Gender Equality, and the Do No Harm principle. 
  • Strong communication, presentation, coordination, facilitation, and report-writing skills. 
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and digital data collection tools. 
  • Fluency in Pashto and Dari (written and spoken); working knowledge of English is required.
  • Ability to work effectively with communities, government authorities, partners, and multidisciplinary teams in a multicultural    environment.
  • Preference will be given to candidates who are residents of Helmand Province and familiar with the local context.
