About Concern Worldwide

Job Description

Main duty and Responsibility

Project Leadership and Management:

  • Lead planning, implementation, and monitoring of all project activities.
  • Develop annual, quarterly, and monthly implementation plans.
  • Ensure timely achievement of project objectives, outputs, and indicators.
  • Manage project resources efficiently and effectively.
  • Ensure compliance with organizational policies and donor requirements.
  • Lead regular project review and planning meetings.
  • Identify implementation challenges and develop corrective action plans.
  • Ensure effective coordination among project teams and health facilities.

HMIS Strengthening:

  • Lead implementation of HMIS strengthening activities across supported health facilities.
  • Ensure completeness, accuracy, and timeliness of HMIS reporting.
  • Support data quality assessments (DQAs) and data verification exercises.
  • Promote data-driven decision-making at facility and provincial levels.
  • Monitor key health indicators and project performance trends.
  • Support development of dashboards, performance monitoring tools, and data analysis reports.
  • Ensure proper utilization of HMIS tools and reporting systems.

EPI Programme Management:

  • Support implementation and strengthening of routine immunization services.
  • Monitor immunization coverage and performance indicators.
  • Coordinate vaccination scale-up activities and outreach services.
  • Support planning and implementation of supplementary immunization activities (SIAs).
  • Monitor vaccine utilization, cold chain performance, and service quality.
  • Coordinate outbreak preparedness and vaccination response activities.
  • Ensure compliance with national EPI policies and guidelines.

Technical Supervision and Capacity Building:

  • Supervise Technical Supervisors and project staff.
  • Conduct regular field monitoring and supportive supervision visits.
  • Identify capacity gaps and develop capacity-building plans.
  • Organize training, workshops, and mentoring activities.
  • Ensure implementation of national clinical, EPI, and HMIS guidelines.
  • Promote quality improvement initiatives across supported facilities.

Coordination and Representation:

  • Represent Concern in provincial and national coordination meetings.
  • Maintain effective working relationships with MoPH, PPHDs, WHO, UNICEF, and other stakeholders.
  • Participate in Health Cluster, EPI, HMIS, and technical working group meetings.
  • Coordinate project activities with implementing partners and government counterparts.
  • Facilitate stakeholder engagement and information sharing.
  • Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Ensure effective monitoring of project indicators and targets.
  • Review project performance data and progress reports.
  • Support assessments, surveys, and evaluations.
  • Ensure documentation of lessons learned and best practices.
  • Coordinate with the MEAL team to improve data quality and project performance.
  • Ensure implementation of accountability and feedback mechanisms.

Financial and Administrative Management:

  • Develop and monitor project budgets and spending plans.
  • Ensure efficient utilization of project resources.
  • Monitor project expenditures against approved budgets.
  • Review procurement plans and project-related requests.
  • Support financial forecasting and budget revisions when required.
  • Ensure compliance with organizational financial procedures.

Emergency Preparedness and Response:

  • Support emergency health response activities during disease outbreaks and humanitarian crises.
  • Coordinate rapid assessments and emergency interventions.
  • Ensure timely reporting of outbreaks and public health emergencies.
  • Participate in emergency preparedness planning and response activities.
  • Support continuity of essential health services during emergencies.

 

Safeguarding and Accountability:

  • Promote and ensure compliance with Concern's Code of Conduct, P4, and PSEA policies.
  • Ensure CHS commitments are integrated into project implementation.
  • Promote accountability to affected populations.
  • Ensure complaints and feedback mechanisms are functional and accessible.
  • Report safeguarding concerns through appropriate channels.
  • Foster an inclusive and respectful work environment.

Core Humanitarian Standards (CHS):

  • The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams

 

Job Requirements

Education and Experience:

  ü   Medical Doctor (MD), Public Health, Health Management, Epidemiology, or related health field.

  ü   MD and master’s degree in public health (MPH) or Health Management is highly preferred. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and basic reporting tools.

  ü   Minimum 5 years of progressively responsible experience in health programme management.

  ü   At least 3 years of experience managing HMIS, EPI, BPHS, EPHS, or donor-funded health projects.

  ü   Experience working with NGOs, UN agencies, or humanitarian organizations.

  ü   Experience coordinating with government health authorities and donors.

  ü   Experience in emergency health programming is an advantage.

  ü   Strong communication, presentation, and negotiation skills.

  ü   Ability to communicate effectively with government authorities, donors, and partners.

  ü   Excellent written and spoken Dari and English Pashto and Uzbek is desirable
