Project Manager

Khawar Construction Company (KCC) is a real estate investment and construction company engaged in the development and construction of residential and commercial communities, as well as urban infrastructure projects. As a developer of Kabul New City, KCC is currently implementing Parcel 2.8 of Phase One of the Kabul New City urban development mega-project in Deh Sabz, Kabul. Headquartered in Shirpoor, Kabul, with several project site offices across the Kabul New City development area, KCC is committed to delivering high-quality infrastructure and real estate developments that contribute to sustainable urban growth.

Khawar Construction Company, developer of Kabul New City, is seeking to recruit an experienced Project Manager to lead the implementation of Parcel 2.8, Phase One of Kabul New City. The successful candidate will have a strong background in large-scale construction and urban development projects, proven leadership skills, and the ability to manage complex, multi-disciplinary operations.

Qualifications

Education

• Master's degree or higher in Construction Management, Civil Engineering, Urban Planning, Project Management, or a related discipline.

Experience

• 10–15 years of experience managing large-scale construction projects.
• A minimum of 5 years of experience leading major urban development or comparable infrastructure projects.

Key Responsibilities

• Lead the planning, coordination, and implementation of Parcel 2.8, Phase One of Kabul New City.
• Oversee all stages of project execution to ensure work is delivered safely, efficiently, and in accordance with approved plans.
• Coordinate with consultants, engineers, contractors, government authorities, and other project stakeholders.
• Ensure compliance with project specifications, engineering standards, contractual requirements, and applicable regulations.
• Monitor project schedules, budgets, resources, and risks, and take timely corrective action where required.
• Provide regular progress reports and strategic updates to company management.

Principal Duties

Project Planning

• Work closely with project stakeholders to define project scope, objectives, implementation priorities, and delivery strategy.
• Prepare and maintain detailed project plans, schedules, budgets, and implementation programs.
• Develop practical implementation schedules for residential, commercial, and infrastructure components.
• Identify project risks and implement appropriate mitigation measures to reduce delays, cost overruns, and operational challenges.

Design and Pre-Construction Coordination

• Coordinate with consultants and engineering teams during the design and planning stages.
• Review project designs to ensure compliance with technical standards, regulatory requirements, and project objectives.
• Coordinate the planning of roads, water supply, sewerage, power distribution, and other infrastructure works.
• Manage the process of obtaining required permits, approvals, and statutory clearances.
• Ensure construction materials meet approved quality standards and project requirements.

Resource Management

• Supervise and coordinate site engineers, contractors, subcontractors, and project personnel.
• Ensure the effective allocation and utilization of manpower, equipment, machinery, and construction materials.
• Monitor procurement activities and ensure the timely delivery of materials and equipment.

Construction Management

• Monitor daily site activities and ensure construction progresses according to approved schedules and specifications.
• Conduct regular site inspections to verify quality, safety, and progress.
• Resolve technical and operational issues in coordination with the project team.
• Ensure effective coordination of site logistics and material supply.

Budget and Cost Control

• Monitor project expenditures and ensure activities remain within the approved budget.
• Review project costs against approved estimates and recommend corrective measures where necessary.
• Support effective financial planning and cost control throughout the project lifecycle.

Reporting and Stakeholder Management

• Act as the primary point of contact, where relevant between the company, and government authorities, consultants, contractors, and other key stakeholders.
• Prepare accurate and timely reports on project progress, risks, challenges, and recommended actions.
• Attend and lead coordination meetings with management and project partners as required.

Required Skills

• Proficiency in project management software such as Primavera P6, Microsoft Project, and Procore.
• Sound knowledge of infrastructure development, including roads, utilities, water supply, sewerage, and public facilities.
• Strong skills in project planning, scheduling, budgeting, cost control, and risk management.
• Excellent leadership, communication, negotiation, and decision-making abilities.
• Strong organizational skills with the ability to manage multiple priorities in a demanding project environment.
