Afghanistan Social and Legal Organization (ASLO) – Organizational Profile

Afghanistan Social and Legal Organization (ASLO) is an Afghan non-governmental, non-political, non-profit, and non-partisan organization with full legal entity status in Afghanistan. The organization was informally established in 2012 and officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013 under Registration Number (2852) through the NGOs Department of the Ministry of Economy in Kabul, Afghanistan.

Since its establishment, ASLO has remained committed to supporting vulnerable and underserved communities across Afghanistan through humanitarian assistance, sustainable development initiatives, education, healthcare, livelihoods support, legal aid, and community empowerment programs.

In addition, ASLO integrates key cross-cutting priorities throughout all interventions, including gender mainstreaming, protection, child safeguarding, disability inclusion, environmental protection and climate resilience, accountability to affected populations, research and evidence-based programming, and infrastructure development.

Position Purpose

Ensure construction activities comply with applicable environmental and social requirements, approved management plans, occupational health and safety standards, community-safety measures, labour requirements, safeguarding commitments and ASLO policies.

Key Duties and Responsibilities

•      Complete and update environmental and social screening for each site and identify site-specific risks, mitigation measures, responsibilities and monitoring indicators.

•      Prepare, review and monitor site-specific environmental and social management plans, health and safety plans, waste-management arrangements and emergency procedures.

•      Conduct routine site inspections covering personal protective equipment, excavation safety, work at height, electrical safety, equipment, access control, first aid, sanitation and emergency readiness.

•      Monitor dust, noise, waste, wastewater, material storage, erosion, drainage, hazardous substances and protection of nearby land, water and community assets.

•      Ensure safe separation between construction areas and students, teachers and community members through barriers, signage, controlled access and appropriate work scheduling.

•      Review contractor labour-management practices, worker induction, codes of conduct, age verification, working conditions, incident reporting and grievance arrangements.

•      Coordinate with the Community Mobilizer on consultations, community-health-and-safety messages, social inclusion, site access, complaints and corrective actions.

•      Monitor compliance with safeguarding, PSEA, child-protection and prevention of harassment and exploitation requirements; refer concerns through authorized confidential channels.

•      Maintain environmental and social monitoring checklists, training records, toolbox-talk records, incident logs, corrective-action trackers and photographic evidence.

•      Stop or recommend suspension of activities presenting an immediate serious risk, and promptly inform the Construction Project Manager in line with ASLO procedures.

•      Investigate incidents within assigned authority, identify root causes, recommend corrective and preventive actions and follow up closure.

•      Provide orientation and practical coaching to contractors, workers and project staff on safeguard and safety requirements.

•      Prepare weekly and monthly safeguard reports and contribute accurate data to project and donor reports.

•      Support final site restoration, waste clearance, safe handover and closure of outstanding environmental and social actions.

Required Qualifications and Experience

Education: Bachelor's degree in Environmental Engineering, Civil Engineering, Environmental Science, Social/Environmental Safeguards or another closely related field.

Experience: Minimum four years of relevant experience in environmental and social safeguards for construction or infrastructure projects, including occupational health and safety and community risk management.

Required Competencies

•      Strong practical knowledge of environmental and social risk management for building works.

•      Knowledge of occupational health and safety, labour and working conditions, community health and safety, stakeholder engagement and grievance mechanisms.

•      Ability to conduct inspections, deliver training, document incidents and track corrective actions.

•      Strong communication, professional judgement, integrity and report-writing skills.

•      Fluency in Dari and/or Pashto; working English is an advantage; willingness to travel frequently to all assigned project sites.

Key Deliverables and Performance Expectations

•      Current site screenings and environmental and social management/monitoring records.

•      Documented safety inductions, inspections, incidents and corrective actions.

•      Timely safeguard reports and verified closure of non-compliance issues.

•      Safe, clean and compliant sites at completion and handover.

Compliance and Conduct

•      Comply with ASLO policies, approved project requirements, lawful instructions and assigned authority levels.

•      Maintain professional integrity, confidentiality, impartiality and respectful conduct in all interactions.

•      Immediately report safeguarding, PSEA, fraud, corruption, conflict-of-interest, safety or serious compliance concerns through established channels.

•      Protect project information and records and use ASLO property only for authorized purposes.
