Nutrition Supervisor

Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

• Overall management of SAM/MAM cases, IYCF, Iron & micronutrient distribution, TSFP and IMAM services in all project HFs.
• Establish an effective supportive supervision system for nutrition activities under HER-AF2 project in Khost.
• Conduct regular on the job training, monitoring, and coaching for nutrition counselors, midwives, nurses, and CHWs on growth monitoring, IYCF practices, screening, and management of acute malnutrition.

·       Identify skill gaps, organize initial/refresher trainings, and ensure proper use of nutrition registers and reporting tools.

·       Ensure FHAG establishment and community engagement through CHS and Shuras.

·       Ensure regular growth monitoring of U5 children and IYCF counseling for PLWs in HFs and HPs.

• Prepare timely nutrition reports, feedback, action plans, and ensure follow-up.
• Organize initial and refresher nutrition trainings for HF staff, CHWs and CHSs.
• Ensure all staff are oriented on the use of nutrition registers, reporting formats, and data collection tools as per the MoPH nutrition information system.
• Assess knowledge of HF staff, identify training needs, and provide on-job coaching.
• Support proper functionality of IPD/OPD SAM sites, commodity availability and safe warehouse storage.
• Monitor progress toward nutrition indicators, identify gaps, and recommend actions.
• Disseminate updated nutrition policies/guidelines and ensure required equipment is available.
• Coordinate with HMIS to ensure proper data collection and database entry.
• Participate in technical/management meetings and trainings.
• Prepare and submit monthly plans and reports to the project manager.
• Support implementation of child health and public nutrition components of BPHS in all HFs and HPs.
• Participate in provincial and district-level nutrition review meetings and training workshops, and cascade the acquired knowledge and skills to field teams.
• Promote a culture of continuous learning and performance improvement among nutrition staff to enhance service quality and sustainability.
• Conduct joint monitoring visits with the project team as per supervision plan.
• Compile HF nutrition reports and update nutrition database.
• Support preparation of monthly updates and quarterly reports.
• Perform any other task assigned by line manager.

Capacity Building and Training:

The Nutrition Supervisor is responsible for strengthening the technical capacity of health facility staff and community health workers (CHWs) involved in the implementation of nutrition services. The supervisor ensures that all personnel have the required knowledge and skills to deliver quality nutrition interventions in accordance with MoPH guidelines and BPHS standards.

A.    Education:

·       Bachelor’s degree in Nutrition, Public Health, Medicine (MD), from a recognized university.

·       Passed governmental Exit Exam

·       Preference will be given to candidates who have completed certified training in Integrated Management of Acute Malnutrition (IMAM), Infant and Young Child Feeding (IYCF), or other MoPH-approved nutrition programs.

·       Additional short-term training in monitoring and supervision, data management,

B.    Experience:

§  Minimum of 3-5 years of relevant experience in supervising nutrition programs within BPHS/EPHS or other public health/Nutrition projects.

§  Proven experience in management of acute malnutrition (IMAM), IYCF counseling, and micronutrient supplementation programs.

§  Demonstrated experience in supervision, monitoring, and reporting of health and nutrition activities at facility and community levels.

§  Experience in conducting training, mentoring, and capacity building for health facility staff and community health workers (CHWs).

§  Prior experience working with the Ministry of Public Health (MoPH), UN Agencies or National / International NGOs, in the nutrition or public health sector is an advantage.

§  Familiarity with nutrition information systems, HMIS tools, and data quality assurance processes.

C.    Skills and Competencies:

v  Strong technical knowledge of nutrition protocols and guidelines, including IMAM, IYCF, and micronutrient supplementation as endorsed by MoPH

v   Good understanding of BPHS/EPHS implementation standards and community-based nutrition approaches.

v  Proven ability in planning, organizing, supervising, and monitoring nutrition activities at both facility and community levels.

v   Excellent skills in training, mentoring, and supportive supervision of health staff and CHWs.

v  Ability to collect, analyze, and interpret nutrition and health data using MoPH reporting formats and tools.

v  Strong communication, coordination, and interpersonal skills to work effectively with government counterparts, NGOs, and community representatives.

v   Proficiency in computer applications (MS Word, Excel, PowerPoint) and basic understanding of nutrition information systems (NND/NIS/HMIS).

v  High level of initiative, integrity, and accountability with strong problem-solving and decision-making abilities.

v  Ability to work independently and travel frequently to remote health facilities and community sites.

D.    Language Requirements:

·       Fluency in Dari and Pashto (spoken and written).

·       Working knowledge of English is an asset.

E.    Other Requirements:

a)     Willingness to travel frequently to health facilities, outreach sites, and community locations within the assigned district or province.

b)    Ability to work under pressure and meet tight deadlines in challenging field environments.

c)     Strong commitment to the Ministry of Public Health (MoPH) guidelines and OPHCD policies, BPHS implementation standards, and humanitarian principles.

d)    Demonstrated professional behavior, reliability, and respect for confidentiality and ethical standards.

e)     Physical fitness and readiness to conduct extensive field visits, including to remote and hard-to-reach areas.

f)     Commitment to teamwork, transparency, and continuous performance improvement.

g)    Familiarity with local socio-cultural contexts and ability to work respectfully with community members and local authorities.

h)    Willingness to travel to other provinces if requested by the organization.

i)      Able to supervise at least 15-20 health facilities in one month
