MAAO is a national organization with international standards registered with Islamic Republic of Afghanistan Ministry of Economy, headquartered is in Mazar-e-Sharif, Balkh province.

MAAO operation will be in all part of Afghanistan to boost sustainable economic opportunities through enhancing the agriculture & Livestock productivity, Education, rural development, capacity development and Civil Society, focusing on women role.

MAAO has the ability to provide trainings and conducts researches in agriculture components, in agriculture education for capacity building, value chain in all relevant sectors, vocational trainings, handicrafts, Health and Nutrition, other relevant fields

Position Description:

The RMH Foreman is responsible for supervising the construction of Raisin Making Houses (RMHs) in Qaysar District. The Foreman will oversee skilled and unskilled laborers at assigned construction sites to ensure that all works are completed safely, on time, and in accordance with approved technical drawings, specifications, quality standards, and the instructions of the Project Engineer. The RMH Foreman reports directly to the Project Engineer and supports the efficient implementation of project activities at the construction site.

Key Responsibilities

Construction Supervision

• Supervise all construction activities for Raisin Making Houses (RMHs), including site preparation, foundation works (where applicable), mud wall construction, roofing, and installation of drying systems.
• Ensure that all construction works comply with approved technical drawings, specifications, quality standards, and project requirements.
• Prepare daily work plans and assign tasks to masons, skilled workers, and laborers.
• Monitor daily construction progress and ensure activities are completed according to the approved work schedule.
• Inspect the alignment, levels, dimensions, workmanship, and overall quality of construction works.
• Ensure the proper use of construction materials, correct mixing ratios (where applicable), and structural stability throughout the construction process.
• Identify construction defects or quality issues and ensure timely corrective actions are taken.

Workforce Management

• Supervise, guide, and provide on-the-job technical support to skilled and unskilled workers.
• Promote teamwork, productivity, and efficient use of labor at the construction site.
• Maintain discipline and resolve minor workplace issues or conflicts in a timely and professional manner.
• Maintain daily attendance records for all workers and submit attendance reports to the Project Engineer.

Materials and Equipment Management

• Monitor the receipt, storage, and proper utilization of construction materials to minimize loss and wastage.
• Monitor the use, maintenance, and safe storage of tools and equipment on site.
• Report material shortages, damaged equipment, or supply issues to the Project Engineer in a timely manner.

Health, Safety, and Environmental Compliance

• Ensure compliance with occupational health and safety (OHS) requirements and promote safe working practices at all times.
• Identify and report unsafe conditions, accidents, incidents, or potential hazards immediately to the Project Engineer.
• Ensure the construction site remains clean, organized, and environmentally responsible throughout project implementation.

Coordination, Reporting, and Documentation

• Coordinate daily site activities with the Project Engineer and other project staff to ensure smooth implementation of construction works.
• Prepare and submit daily progress reports, including completed works, workforce attendance, material utilization, challenges, and recommendations.
• Maintain accurate site records, including attendance, work progress, material usage, and other required documentation.
• Immediately report technical issues, delays, quality concerns, or risks that may affect project implementation.
• Support project monitoring visits and provide relevant site information when requested.

Compliance and Professional Conduct

• Comply with all organizational policies, procedures, and codes of conduct.
• Promote respectful working relationships with community members, beneficiaries, and project staff.
• Protect organizational assets and ensure the proper use of project resources.
• Perform any other duties assigned by the Project Engineer or Project Manager that are relevant to the position.

Additional Job Responsibilities

• The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The post holder is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Job Requirements:

Qualifications:

• Technical or vocational certification/ diploma in Civil Engineering, Bachelor's degree in Engineering Construction, Masonry, or a related field is preferred.
• Minimum 2 years of experience in construction supervision, preferably in rural development or NRM projects.
• Proven skills in stone masonry, mud wall construction, and site management.
• Familiar with basic technical drawings and construction specifications.
• Experience working with NGOs, UN agencies, or donor-funded infrastructure projects is an advantage.

Knowledge and Skills

• Ability to read and interpret technical drawings, construction specifications, and site instructions.
• Sound knowledge of construction methods, quality control, and construction safety practices.
• Strong leadership, supervision, and team management skills.
• Good problem-solving, communication, and interpersonal skills.
• Ability to maintain accurate records and prepare daily site reports.
• Ability to work under pressure and meet project deadlines.
• Fluency in Dari and/or Pashto is required.
• Report writing skills, preferably in English
• Familiarity with the local context and communities of Faryab Province is considered an asset.

Competence:

Passionate to work, teamwork oriented, problem-solving skills, willingness to work in tough field conditions, meet tight deadlines, work under pressure.

Language Skills:

• Fluency in Dari/Pashto and English is an advantage.
