Job Description

The HR Manager is responsible for planning, managing, and overseeing all human resource functions under the Basic Package of Health Services (BPHS) project. This includes recruitment and selection, employee relations, performance management, staff development, payroll coordination, policy implementation, and ensuring compliance with organizational, donor, and Ministry of Public Health (MoPH) regulations. The HR Manager supports the project by ensuring that qualified staff are recruited, retained, and managed effectively to deliver quality health services while maintaining compliance with labor laws, safeguarding standards, and organizational HR policies.

Duties and Responsiblity:

  • Lead and manage all HR operations for the BPHS project.
  • Develop and implement HR policies, procedures, and best practices.
  • Plan and oversee recruitment, selection, and onboarding processes.
  • Ensure transparent and merit-based recruitment in compliance with donor and organizational policies.
  • Prepare and manage employment contracts, amendments, and staff documentation.
  • Maintain accurate and confidential personnel files and HR records.
  • Oversee staff attendance, leave management, and timesheet verification.
  • Coordinate monthly payroll and ensure timely salary processing.
  • Monitor employee probation periods, contract renewals, and end-of-contract processes.
  • Lead performance appraisal and staff performance management systems.
  • Identify training needs and coordinate staff capacity-building activities.
  • Provide guidance to managers and staff on HR policies and labor law compliance.
  • Handle employee relations, grievances, disciplinary actions, and conflict resolution.
  • Ensure compliance with Afghanistan Labour Law, organizational HR policies, donor requirements, and MoPH regulations.
  • Promote safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), gender equality, diversity, and inclusion in the workplace.
  • Support workforce planning and organizational restructuring when required.
  • Prepare HR reports, staffing updates, and recruitment reports for senior management and donors.
  • Process payroll, benefits, and staff entitlements.
  • Ensure proper exit procedures, including clearance, final settlement, and exit interviews.
  • Supervise and mentor HR staff to improve departmental performance.
  • Support audits by providing HR documentation and ensuring compliance.
  • Maintain confidentiality of employee information and organizational records.
  • Perform any other HR-related duties assigned by senior management.

Job Requirements

  • Master's degree in Human Resources Management, Business Administration (MBA/BBA), Public Administration, Management, or a related field.
  • A professional HR certification (e.g., CHRM, CIPD, SHRM, or equivalent) is an advantage.
  • Minimum 7–8 years of progressive experience in Human Resource Management.
  • At least 3 years of experience in a managerial or supervisory HR role.
  • Previous experience with BPHS/EPHS or other donor-funded health projects is highly preferred.
  • Experience working with international NGOs (INGOs) or national NGOs (NNGOs).
  • Proven experience in recruitment, performance management, payroll coordination, employee relations, and HR compliance.
  • Strong knowledge of Afghanistan Labour Law.
  • Good understanding of donor regulations (UNICEF, WHO, World Bank, USAID, etc.) and MoPH HR requirements.
  • Experience in developing and implementing HR policies and procedures.
  • Excellent knowledge of recruitment and selection processes.
  • Experience with HR information systems (HRIS) and electronic personnel records.
  • Advanced computer skills, including Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Fluency in English (written and spoken).
  • Fluency in Pashto and Dari.
