Job Description

Position Purpose  

The Procurement Assistant is responsible for managing the procurement and logistics functions to ensure the efficient purchasing, storage, and distribution of materials and services required by the Bridge to Hope and Healing (BHH) project in Kabul and Paktia Provinces. This role includes sourcing suppliers, negotiating contracts, managing inventories, ensuring the timely delivery of goods, and ensuring compliance with the organization’s policies and procedures. 

The Bridge to Hope and Healing (BHHproject focuses on providing Mental Health and psychosocial support to returnees, IDPs and Host communities in Kabul and Paktia provinces. 

Main Duties & Responsibilities 

  • Facilitate procurement of project goods and services—including pharmaceuticals, medical equipment, and PPE—in coordination with the Procurement Officer and Project Manager. 

  • Prepare procurement documents such as RFQs, bid evaluations, purchase orders, and vendor contracts, ensuring full compliance with organizational and donor procurement policies. 

  • Liaise with technical teams to define specifications and quality standards for medical and health-related procurements. 

  • Maintain up-to-date knowledge of medical suppliers and regional markets for health commodities. 

  • Coordinate the receipt, storage, and distribution of medical supplies and equipment to health facilities or implementing partners. 

  • Track shipments and ensure timely customs clearance and delivery to project locations. 

  • Work closely with project and field teams to forecast needs and plan for timely procurement and distribution of essential materials. 

  • Maintain accurate inventory records of project health commodities and supplies. 

  • Conduct regular physical stock checks and reconcile any discrepancies. 

  • Ensure that medical goods are stored in conditions that meet health and safety regulations. 

  • Support management of project assets and maintain an updated asset register. 

  • Monitor procurement budgets, manage costs effectively, and identify potential risks in the supply chain, implementing contingency plans as needed. 

  • Provide guidance and capacity building to project staff on procurement procedures. 

  • Ensure full compliance with AHF procurement regulations and internal procedures. 

  • Maintain organized and audit-ready procurement and logistics files. 

  • Support audits, reviews, and donor reporting with required documentation. 

  • Develop and maintain relationships with reliable suppliers, distributors, and transporters. 

  • Monitor supplier performance and manage vendor evaluations. 

  • Serve as a liaison with customs authorities, local regulatory bodies, and warehousing providers when necessary. 

  • Perform any other job related tasks assigned by the line manager and management.  

Job Requirements

Key Selection Criteria 

Education: 

  • Bachelor’s degree in Supply Chain ManagementBusiness/Public Administration, Business, economics, or any other related field. 

  • Ability to timely deliver administrative and logistical services based on the organization's rules and regulations. 

  • Good Knowledge of administrative and logistics processes and procedures. 

  • Proven skills in both electronic file management and hardcopy filing 

Experience:

  • 1–3 years of experience in procurement, purchasing, logistics, administration, or a related field.  
  • Experience working with NGOs, international organizations is an advantage 
  • Strong Specialized training in administration and logistics is an asset. 

  • Demonstrated organizational skills  

  • Proven experience in asset and inventory management. 

Skills and Personal Attributes: 

  • Excellent verbal and written communication skills in Dari, Pashto, and English  

  • Computer proficiency    

  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines 

  • Analytical thinker with strong conceptual and problem-solving skills 

  • Willing to travel to provinces if necessary 

  • Ability to synthesize complex information and communicate it effectively to diverse audiences 

  • Strong presentation and negotiation skills 

  • Reporting writing skill   

  • Confidentiality regarding Hagar’s work required
