About Union Aid

Union Aid (UA) is a non-governmental, non-profit, non-political humanitarian and development organization established by Dr. Toryalay Nassery (an Afghan scholar) in July 1979 in Peshawar, Pakistan. It was formed in response to the influx of refugees from Afghanistan and was the first/pioneer organization to serve the Afghan refugees in Pakistan. Union Aid implemented its activities mainly in refugee camps that later became villages, which was one of the biggest refugee camps in the world at that time.

UA initiated its activities in Afghanistan in the 1981 and gradually expanded its services all over Afghanistan.

UA started its activities with two doctors and two paramedical staff that gradually expanded to various programs, including:

Health Care & Nutrition: Establishment and management of hospitals and clinics, maternal and child health services, nutrition programs, family planning, as well as full sponsorship and specialized treatment of patients in European countries including Germany, Spain and Italy.

Food Security: Distribution of food items throughout the country.

Education: Literacy initiatives, school management, scholarships for students, and teacher training programs.

Livelihoods & Vocational Skills: Technical training, handicraft production, and employment generation activities to strengthen self-reliance.

WASH & Shelter: Provision of clean drinking water, sanitation facilities, hygiene promotion, and emergency shelters.

Emergency Response: Life-saving interventions including food and non-food distributions, winter relief packages, and rapid health responses during crises.

Agriculture & Environment: Tree plantation and afforestation initiatives to support sustainability and environmental resilience.

Protection: Women empowerment projects, orphanage centers, and demining project.

Cash Assistance: Continuous financial support for needy families and internally displaced persons (IDPs).

Job Description

Job Overview

The Finance Coordinator is responsible for coordinating project financial management, budget monitoring, donor compliance, and financial reporting across all projects. The position serves as the focal point between the Finance Department, Program Teams, Grants Unit, and Management to ensure effective financial planning, budget utilization, donor compliance, and timely financial reporting.

The Finance Coordinator review and presents monthly Budget vs. Actual expenditure reports, conducts financial analyses, supports proposal budgeting, coordinates donor financial requirements, and provides financial guidance to program teams to ensure efficient implementation of donor-funded projects.

Key Responsibilities

Financial Coordination

  • Coordinate financial management activities between Finance, Programs, Procurement, HR, and Management,
  • Ensure project implementation complies with approved budgets and donor financial regulations,
  • Coordinate monthly financial review meetings with program teams,
  • Provide financial guidance to project staff during project implementation,
  • Monitor project financial performance and recommend corrective actions.

Budget Management

·        Prepare and share monthly Budget vs. Actual reports for each project,

  • Monitor budget utilization and expenditure trends,
  • Identify budget variances and discuss corrective actions with program teams,
  • Support annual budgeting, budget revisions, realignments, and donor budget amendments,
  • Prepare financial forecasts and expenditure projections with program team,
  • Monitor project burn rates and funding utilization.

Donor Compliance

  • Ensure compliance with donor financial regulations and organizational policies,
  • Review financial transactions for donor eligibility before reporting,
  • Coordinate donor financial reporting requirements,
  • Support donor monitoring visits and financial reviews,
  • Ensure project expenditures are properly coded and charged to the correct budget lines before submission to Government, Donors and other stakeholder.

Financial Reporting

·        Prepare monthly financial analysis reports for management,

  • Review project financial reports before submission to donors, Government and other stakeholder,
  • Prepare financial summaries for management meetings,
  • Analyze financial trends and provide recommendations for improved budget utilization,
  • Support preparation of annual financial reports.

Grant and Project Support

  • Assist in developing project budgets during proposal preparation,
  • Review donor budget templates and cost estimates,
  • Coordinate financial inputs for grant applications,
  • Monitor grant implementation from a financial perspective,
  • Support project close-out financial activities.

Audit and Compliance

  • Coordinate preparation of documents for internal and external audits,
  • Monitor implementation of audit recommendations,
  • Ensure compliance with statutory and donor reporting requirements,
  • Maintain proper financial documentation for donor, Govt. verification.

Capacity Building

  • Provide financial orientation to program staff on organization and donor financial rules,
  • Conduct budget monitoring sessions with project teams,
  • Support staff in understanding financial procedures and budget management,
  • Promote best practices in financial planning and compliance.

Risk Management

  • Identify financial risks affecting project implementation,
  • Recommend measures to minimize financial and compliance risks,
  • Monitor financial compliance throughout the project cycle.

Skills and Competencies

  • Strong budgeting and financial analysis skills,
  • Excellent knowledge of donor compliance requirements,
  • Strong understanding of NGO financial management,
  • Strong understanding of MoE budget registration and reporting,
  • Advanced Microsoft Excel skills,
  • Working knowledge of QuickBooks,
  • Excellent analytical and reporting skills,
  • Strong communication and coordination skills,
  • Ability to work effectively with multidisciplinary teams,
  • Strong organizational and problem-solving skills,
  • Ability to manage multiple donor-funded projects simultaneously.

Job Requirements

  • Master's degree in Finance, Accounting, Commerce, Business Administration, or a related field,
  • Minimum 8–10 years of relevant experience in financial management of donor-funded projects, preferably with national or international NGOs,
  • Demonstrated experience in budgeting, financial reporting, donor compliance, and grants management,
  • Strong knowledge of donor regulations, financial planning, and audit requirements,
  • Excellent written and spoken English.
