About Parniyan Training Center and Rehabilitation Organization (PTCRO)

Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

 PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

 By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

 As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 45 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

 PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.

Job Description

The Climate Resilience WASH (CR-WASH) Officer is responsible for planning, implementing, monitoring, and reporting WASH interventions that enhance the resilience of vulnerable communities to climate change. The position focuses on improving sustainable access to safe water, sanitation, hygiene services, climate-resilient infrastructure, integrated water resource management, disaster risk reduction (DRR), watershed management, and community capacity building.

The officer will work closely with government departments, community institutions, humanitarian partners, and technical teams to ensure quality implementation of climate-smart WASH activities in accordance with donor requirements, Sphere Standards, national policies, and organizational guidelines.

Key Responsibilities

1. Project Planning and Implementation

  • Implement Climate Resilience WASH project activities according to approved work plans.
  • Prepare monthly, quarterly, and annual implementation plans.
  • Conduct community needs assessments, baseline surveys, and technical assessments.
  • Identify vulnerable communities requiring climate-resilient WASH interventions.
  • Support preparation of Bills of Quantities (BoQs), technical specifications, and cost estimates.
  • Ensure timely delivery of project activities within budget and schedule.
  • Coordinate construction, rehabilitation, and maintenance of climate-resilient WASH infrastructure.
  • Promote environmentally sustainable and climate-adaptive WASH solutions.  

2. Climate Resilient Water Supply

Plan, supervise, and monitor construction or rehabilitation of:

  • Solar-powered water supply systems
  • Deep wells
  • Boreholes
  • Protected springs
  • Gravity-fed water systems
  • Water reservoirs
  • Water storage tanks
  • Rainwater harvesting systems
  • Small dams where applicable
  • Water distribution networks
  • Water kiosks
  • Climate-resilient water infrastructure

Ensure:

  • Water quality testing
  • Water safety planning
  • Sustainable operation and maintenance
  • Efficient water resource utilization

3. Sanitation Infrastructure

Support construction and rehabilitation of:

  • Household latrines
  • Institutional latrines
  • School sanitation facilities
  • Health facility sanitation systems
  • Gender-sensitive sanitation facilities
  • Accessible sanitation for persons with disabilities
  • Wastewater management systems
  • Septic tanks
  • Drainage systems
  • Fecal sludge management improvements

4. Hygiene Promotion

Plan and facilitate:

  • Community hygiene awareness campaigns
  • Handwashing promotion
  • Menstrual Hygiene Management (MHM)
  • Safe water handling practices
  • Household sanitation promotion
  • Behavior Change Communication (BCC)
  • Community-Led Total Sanitation (CLTS) activities
  • School hygiene education
  • Disease prevention awareness

Develop IEC/BCC materials suitable for local communities.

5. Climate Change Adaptation

Support implementation of:

  • Climate adaptation measures
  • Climate-smart WASH infrastructure
  • Drought preparedness activities
  • Flood resilience measures
  • Water conservation initiatives
  • Groundwater recharge activities
  • Nature-based solutions
  • Sustainable watershed management
  • Climate risk assessments
  • Community adaptation planning

Integrate climate resilience into all WASH interventions.

6. Disaster Risk Reduction (DRR)

  • Conduct hazard and vulnerability assessments.
  • Support disaster preparedness planning.
  • Develop contingency plans for WASH emergencies.
  • Promote resilient infrastructure design.
  • Support emergency WASH responses when required.
  • Strengthen community disaster preparedness mechanisms.

7. Watershed and Natural Resource Management

Coordinate activities related to:

  • Watershed protection
  • Catchment management
  • Reforestation support
  • Soil conservation
  • Erosion control
  • Riverbank stabilization
  • Water source protection
  • Community watershed committees

Collaborate with environmental and agriculture teams.

8. Community Mobilization

  • Mobilize communities for project participation.
  • Establish and strengthen Water User Committees.
  • Train Community Development Councils (CDCs).
  • Support Village WASH Committees.
  • Build capacity of local stakeholders.
  • Promote community ownership of WASH facilities.
  • Facilitate community contribution mechanisms.

9. Capacity Building

Conduct training for:

  • Water management committees
  • Local technicians
  • Pump operators
  • Community volunteers
  • Teachers
  • Health workers
  • Government counterparts

Training topics include:

  • Climate resilience
  • Water safety
  • Hygiene promotion
  • Operation & Maintenance
  • Water governance
  • Environmental protection

10. Other Duties

  • Perform any other tasks assigned by the Project Manager.
  • Support emergency response activities when required.
  • Travel frequently to project sites.

 

Job Requirements

·       Bachelor's degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, Hydraulic Engineering, Environmental Science, Natural Resource Management, Climate Change, Disaster Risk Management, Watershed Management.

·       Master's degree is an advantage.

·       Minimum 5–8 years of relevant experience in WASH, Climate Resilience, Watershed Management, DRR, or Environmental Programs.

·       Experience with NGOs, INGOs, UN agencies, or government projects.

·       Experience in climate adaptation and resilience programming is highly desirable.

·       Experience in construction supervision and community mobilization.

·       Experience working in rural and underserved communities.
