Job Description

The Hygiene Promoter/Community Mobilize is responsible for implementing Community-Led Total Sanitation (CLTS) and hygiene promotion activities to improve sanitation and hygiene behaviors, eliminate open defecation, and support communities in achieving and sustaining Open Defecation Free (ODF) status. The incumbent will mobilize communities, facilitate behavior change, conduct hygiene education sessions, support the establishment of community WASH structures, and monitor sanitation and hygiene practices in accordance with organizational standards and donor requirements.

Job Description:

  • Conduct community entry and orientation meetings with local leaders, Community Development Councils (CDCs), religious leaders, and relevant stakeholders.
  • Facilitate all phases of the Community-Led Total Sanitation (CLTS) approach, including pre-triggering, triggering, post-triggering follow-up, ODF verification, and post-ODF sustainability.
  • Mobilize communities to eliminate open defecation through collective action and locally driven solutions.
  • Encourage communities to construct and consistently use household latrines using locally available materials.
  • Promote community ownership and leadership throughout the sanitation improvement process.
  • Facilitate the formation and strengthening of Village WASH Committees and Natural Leaders.
  • Conduct household visits and community awareness sessions on key hygiene practices.
  • Maintain accurate records of community meetings, triggering sessions, household visits, and training activities.
  • Collect monitoring data using approved tools, including KoboToolbox or paper-based forms.
  • Prepare daily, weekly, and monthly activity reports.
  • Document success stories, lessons learned, and best practices.
  • Support baseline, end line, and post-distribution monitoring surveys.
  • Ensure all activities comply with organizational policies, donor requirements, and national sanitation guidelines.
  • Promote Accountability to Affected Populations (AAP), Gender Equality and Social Inclusion (GESI), Child Safeguarding, and Prevention of Sexual Exploitation and Abuse (PSEA).
  • Follow occupational health and safety procedures during field activities.
  • Any other task assigning by the project manager and SMT.

Job Requirements

Qualifications:

  • Diploma or Bachelor's degree in Public Health, Environmental Health, Community Development, Social Sciences, Education, Rural Development, or a related field.
  • Formal training in Community-Led Total Sanitation (CLTS) is highly desirable.
  • Good working knowledge of MS Word, Excel, and PowerPoint
  • Minimum 3 years of experience in hygiene promotion, community mobilization, or WASH programming.
  • Demonstrated experience facilitating CLTS in rural communities.
  • Experience working with NGOs, UN agencies, or donor-funded projects is preferred.
  • Experience in conducting community training and behavior change communication.

 

  Skills:

  • Strong facilitation and community mobilization skills.
  • Good understanding of CLTS methodology and sanitation behavior change.
  • Knowledge of public health and hygiene promotion principles.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively with diverse communities.
  • Strong report-writing and data collection skills.
  • Familiarity with Kobo Toolbox or other digital data collection tools is an advantage.
  • Proficiency in Microsoft Office applications.

    Language skills:

  • Fluency in Dari and/or Pashto.
  • Working knowledge of English is desirable.
