Job Description

  • Lead and coordinate the implementation of Performance and Quality Improvement (PQI) activities across all project-supported BPHS/EPHS health facilities.
  • Conduct monthly reviews of Key Performance Indicators (KPIs) at the provincial level and monitor progress against project targets.
  • Verify the accuracy, completeness, consistency, and timeliness of health facility data and support data quality improvement initiatives.
  • Develop, implement, and monitor Health Facility Quality Improvement Plans (QIPs) and ensure timely implementation of corrective actions.
  • Support the implementation and monitoring of the national Quality of Care (QoC) standards, clinical governance frameworks, and Continuous Quality Improvement (CQI) approaches.
  • Conduct regular supportive supervision, quality assessments, and performance monitoring visits using approved MoPH, UNICEF, WHO, and organizational tools and checklists.
  • Ensure health facilities are adequately prepared for Third-Party Monitoring (TPM), donor monitoring missions, and quality assessments in accordance with MoPH, DoPH, UNICEF, and WHO requirements.
  • Monitor compliance with national clinical protocols, Standard Operating Procedures (SOPs), infection prevention and control (IPC) standards, environmental health, and patient safety requirements.
  • Verify the quality and utilization of health services at community and facility levels, including beneficiary satisfaction and accountability mechanisms.
  • Strengthen the capacity of health facility staff and technical supervisors through coaching, mentoring, on-the-job training, and technical guidance on quality improvement methodologies.
  • Review and monitor the implementation of monthly action plans, supervision reports, and follow-up actions prepared by technical supervisors to address identified performance gaps.
  • Conduct root cause analyses of performance challenges and facilitate the development and implementation of evidence-based improvement interventions.
  • Monitor trends in service quality and programme performance and provide analytical recommendations to improve efficiency, effectiveness, and quality of care.
  • Prepare and submit high-quality weekly, monthly, quarterly, and annual quality improvement reports, dashboards, and presentations for management and donors.
  • Maintain quality improvement databases, documentation, and records to ensure data integrity and facilitate reporting and learning.
  • Conduct health facility assessments using nationally approved quality standards and tools, including HQIP, NMC, QQM, MSS, and other applicable assessment frameworks.
  • Coordinate closely with the Provincial Public Health Directorate (PPHD), MoPH, UNICEF, WHO, implementing partners, and other stakeholders to strengthen quality improvement initiatives.
  • Participate in provincial review meetings, technical working groups, coordination forums, and quality review sessions.
  • Support the implementation and follow-up of recommendations arising from donor monitoring missions, third-party monitoring, audits, and internal quality assessments.
  • Document achievements, challenges, best practices, lessons learned, success stories, and case studies to promote organizational learning and continuous improvement.
  • Perform any other duties assigned by the line manager that are relevant to the objectives of the position.

Job Requirements

·       Medical Doctor (MD) degree from a recognized institution; an MPH is an advantage.

·       Minimum 3–5 years of relevant experience in health program implementation, quality improvement, supportive supervision, or health systems strengthening, preferably within HER, BPHS, or EPHS program

·       Demonstrated experience in Quality of Care (QoC), Continuous Quality Improvement (CQI), performance monitoring, and supportive supervision of health facilities.
