Job Purpose:
The Project Manager will be responsible for the overall leadership, coordination, and effective implementation of the projects located in Kandahar province. The Project Manager will oversee planning, implementation, monitoring, reporting, and partnership management with consortium members and external stakeholders. S/he will ensure that interventions are inclusive, cost-efficient, and responsive to the needs of vulnerable groups, particularly persons with disabilities, women, children, and individuals with reduced mobility, thereby contributing to lifesaving support and strengthened resilience for crisis-affected communities at border areas and in areas of return.
The Duties and responsibilities may include but not limited to:
Key Responsibilities:
- Ensure project management is carried out in line with HI’s standards, the approved logical framework, the donor proposal, and the allocated budget.
· Ensure full accountability and ownership of project management throughout the entire project lifecycle, from initial assessment through to project closure.
· Ensure that all activities are implemented in line with the project proposal and the allocated budget and the standards operating procedures (SoPs). This requires regular follow up with the program support services and technical staff.
· Manage and oversee the delivery and procurement of assistive devices in line with the relevant departments of the organization.
· Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/ she received based on the program signature delegation table.
· Facilitate and maintain effective partnerships with implementing partners, ensuring inclusion is embedded in joint planning and review processes.
· Ensure proper documentation and archiving of information and learning
· Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and officers with expertise in the project themes.
· Ensure the proper implementation and follow-up of HI’s institutional policies (specifically, PSEAH and Age-Gender, Disability policies) and the other HI internal standards.
- Draft narrative report for the project donor and other stakeholders as required
· Draft quality narrative reports in accordance with donor requirements and organizational standards.
· Coordinate with MEAL, Information Management team and field operations teams to collect, verify, and consolidate narrative for donor and other stakeholder reports.
· Ensure that reports accurately reflect project achievements, challenges, lessons learned, and progress against approved indicators and targets.
· Review reports for accuracy, consistency, completeness, and compliance with donor guidelines before submission.
· Address feedbacks on submitted reports and coordinate any required revisions or follow-up actions.
· Draft high-quality case-studies and maintain good record of the communication materials including project photos.
· Ensure that supporting documentation and evidence are maintained for all reported results and expenditures.
· Ensure that the appropriate data collection and management tools are in place on the project, in line with HI’s inclusive data collection mechanism.
- Contribute to proposal development:
· Contribute to the design, development, and revision of project proposals, concept notes, and modification requests in response to donor funding opportunities.
· Provide contextual inputs based on project implementation experience, lessons learned, and needs assessments.
· Support the development of work plans, implementation strategies, and monitoring plans.
· Collaborate with finance and technical teams to develop realistic project budgets, budget narratives, and implementation timelines.
· Contribute to the preparation of proposal narratives, including problem statements, project justification, methodologies, risk analysis, sustainability plans, and expected results.
· Maintain and share lessons learned, and best practices from the projects to strengthen future proposal development efforts.
- Ensure project monitoring, evaluation, accountability and learning:
· Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
· Promote accountability to affected populations, especially persons with disabilities
· Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.
· Contribute to a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies.
· Conduct field visits as per need and validation of the line manager.
- Coordinate the teams involved in the project:
· Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
· Ensure that his/her team and the support teams work well together to facilitate the implementation of the project in the intervention area.
· Lead and organize the project monthly/quarterly, ISPR, kick-off and other meetings both at the base and Kabul level.
- Contribute to external project communication:
· Contribute to HI’s external influence by taking part in networks, when required.
· Communicate about the project to partners and stakeholders when relevant.
· Consult and meet the local stakeholders for the localization efforts.
7. Other Responsibilities:
· Perform any activity that is assigned by the functional and technical line managers.
· Perform any other activity foreseen necessary for the implementation of the project.
· Overseeing safety and security and reporting to Area Manager.
