Job Description

Position Overview

The role focuses on assessing WASH and construction needs, planning and implementing infrastructure projects, ensuring quality control, training and capacity building, monitoring and evaluation, reporting. It emphasizes accountability, collaboration, creativity, and integrity while integrating cross‑cutting issues such as gender, child protection, disability inclusion, and environmental sustainability.

Key Responsibilities:

Needs Assessment

  • Conduct technical assessments of water, sanitation, and construction facilities to be rehabilitated or build in target locations through feasibility studies, household surveys, focus group discussions, and site visits.
  • Lead the technical aspects of needs assessments and contribute to the selection of target communities and WASH facilities, engaging with key community members.

Planning and Implementation

  • Develop work specifications and construction designs to support procurement, quotations, and activity follow‑up for WASH infrastructure in public institutions and communities (e.g., sanitation facilities, drinking water systems such as rainwater harvesting, wells, boreholes, pipe networks, reservoirs, and treatment units).
  • Ensure timely follow‑up using procurement trackers, stock trackers, and distribution plans.
  • Provide technical training to community volunteers, Water Sanitation User Committees, local staff, and contractors on construction, operation, and maintenance of WASH facilities.
  • Prepare technical inputs for purchase orders and tender documents.
  • Oversee quality control of construction materials, supervise contractors and staff, ensure site safety, validate progress, and coordinate with administration/logistics for payments.
  • Design and deliver training programs for household, school, and community‑level WASH projects.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Verify that construction and rehabilitation meet ASIO’s quality standards using checklists, contracts, and approved designs/BOQs.
  • Prepare weekly reports with data on beneficiaries, activities, and photographic documentation of construction phases.
  • Conduct water quality analyses (residual chlorine, bacteriological tests) at household, community, school, and healthcare levels to evaluate treatment effectiveness and supply standards.

Reporting:

  • Provide weekly written updates and daily briefings to the line manager.
  • Produce detailed monthly, quarterly, and final reports in line with organizational policy.

Integration and Cross‑Cutting Issues

  • Collaborate with ASIO colleagues across WASH and non‑WASH sectors to ensure integrated interventions.
  • Mainstream gender, child protection, disability inclusion, environmental sustainability, and other cross‑cutting concerns into WASH activities, ensuring the needs of vulnerable groups are addressed.

Capacity Building

  • Identify training opportunities for ASIO staff and partners, serving as a mentor and role model.
  • Map and train skilled masons and laborers, and orient construction teams and contractors on child safeguarding.

Representation, Advocacy, and Organizational Learning

  • Coordinate ASIO’s work with government and other agencies, representing the organization in inter‑agency forums.
  • Advocate for adherence to humanitarian standards, including the Sphere Charter, UN guidelines, and Codes of Conduct.

Job Requirements

Education

  • Bachelor’s in civil engineering.

Experience

  • professional experience of minimum 5 years in the field of construction, including 1 year in WASH sector with NGOs.

 

SKILLS:

  • Practical knowledge in terms of masonry, plumbing, carpentry, and pumping system. 
  • Knowledge of using Auto cad and Archie cad.
  • Knowledge of preparation of estimates/BOQ.
  • Planning and organizational skills. 
  • Good knowledge of supervision techniques.
  • Excellent communication and report-writing skills.
  • Community mobilization skills.
