Job Description

Job Summary:

The Provincial Coordinator will oversee the planning, activities implementation, and monitoring of interventions/initiatives at the provincial level. This role involves coordinating activities with the main stakeholders, managing resources, and ensuring timely achievement of project milestones contributing to main deliverables. The Provincial Coordinator will serve as the primary point of contact between War Child Canada, provincial/local authorities, partners, and communities, ensuring alignment with organizational objectives, standards and local regulations. The Provincial Coordinator is also expected to supervise teams, analyze program performance, prepare reports, and identify opportunities for improvement. 

Duties and Responsibilities: 

I.            Provincial Supervision & Coordination

            Lead and manage community coordination, ensuring effective engagement with local authorities, community                         leaders, and stakeholders to promote awareness and participation in project activities.

            Act as the provincial focal point for all project-related matters, ensuring seamless communication and                                     coordination among stakeholders, including government agencies, INGOs, UN agencies, regional humanitarian                       clusters/working groups and local communities.

            Provide strategic oversight to ensure timely and quality implementation of all project activities reaching the                             distinguished project milestones.

II.           Project Implementation and Oversight

            Support the Project Manger in the planning while overseeing implementation, and monitoring of project activities in                  alignment with project objectives, scope and guidance from the Project Manager.

            Conduct regular field visits to monitor progress, identify challenges, and ensure corrective actions are taken to                        maintain project quality and effectiveness.

            Ensure the proper integration of cross-cutting issues such as gender, disability inclusion, and accountability to                         affected populations in all project activities.

III.          Monitoring, Evaluation, and Reporting

            Collaborate with the Monitoring and Evaluation (M&E) and project field teams to ensure effective data collection,                      monitoring, and evaluation of project outcomes and indicators.

            Support post-distribution monitoring (PDM) exercises and contribute to the analysis of findings to improve future                     interventions.

            Prepare and submit accurate weekly, monthly, and quarterly progress reports to the Project Manager and relevant                   humanitarian regional focal points.

            Maintain effective relationships with government authorities, humanitarian partners, and community representatives               to foster collaboration and address challenges.

IV.          Team Leadership and Capacity Building

           Provide leadership, guidance, and technical support to provincial staff to ensure effective implementation of project                activities.

            Organize and lead regular coordination meetings with the project team to review progress, address challenges, and                 align efforts.

            Support the capacity development of staff through mentoring, training, and identification of professional growth                     opportunities.

V.           Accountability and Compliance

            Ensure all project activities comply with donor requirements, organizational policies, and program objectives.

            Promote and assist in the use of the Community Response Mechanism (CRM) to enhance accountability to                             beneficiaries.

            Identify and promptly report risks, malpractices, or compliance issues to the Project Manager.

VI.         Other Duties

Perform other tasks assigned by the Project Manager/ Area Coordinator or senior management.

             

Job Requirements

Qualification:

·       Bachelor's degree in Economics, Business Administration, International Development, Social Sciences, or a related field, with a minimum of seven (7) years of relevant professional experience.

·       A Master's degree in a relevant field is preferred and may be considered an advantage.

·       Professional certification in Project Management (e.g., PMP or any Project Management Diplomas) is preferred.

Experience:

·       Experience in managing humanitarian or development projects, with a focus on livelihoods, entrepreneurship, protection, youth development, support to returnees and displaced people.

·       Demonstrated experience in project planning, implementation, and monitoring, particularly in disaster or conflict-affected settings.

·       Expertise in budget management, compliance, and working with procurement, finance, and HR teams.

·       strong experience in engaging with stakeholders, including local authorities, INGOs, and UN agencies.

·       Prior experience in team supervision, capacity building, youth development, returnees and fostering professional relationships.

·       Familiarity with community-based approaches, including beneficiary selection, accountability mechanisms, and safeguarding practices.

·       Strong experience in leading multidisciplinary teams and supervising staff across multiple locations.

Skills and Abilities:

·       Strong understanding of local contexts, including cultural and political dynamics in Afghanistan.

·       Proficiency in English, Dari and Pashto. Proficiency in other languages will be considered a plus point.

·       Strong reporting, presentation, training facilitation, and budgeting skills.

  • Strong inter-personal and communication skills, ability to work under stressful conditions, and able to meet tight deadlines.
