Job Description

 

The M&E Officer will support the monitoring and evaluation of health program activities at the Infectious Disease Hospitals in Herat and Balkh. The position is responsible for data collection, verification, analysis, and reporting to ensure accuracy and compliance with organizational and donor requirements. The role also involves coordinating with medical and program teams, strengthening data quality systems, and contributing to evidence-based planning and decision-making to enhance overall program effectiveness.

Job Description:

The M&E Officer will be responsible for implementing monitoring and evaluation activities to ensure high-quality data management and effective tracking of health program performance. The role supports evidence-based decision-making and ensures compliance with organizational and donor requirements.

Key Responsibilities:

·       Monitor the quality of clinical and non-clinical services of Balkh and Herat Infectious disease hospitals in accordance with national health standards and hospital policies.

·       Conduct regular supportive supervision visits to assess compliance with standard operating procedures (SOPs), treatment protocols, and quality assurance standards.

·       Evaluate the performance of hospital departments and identify gaps in service delivery, patient safety, and infection prevention and control (IPC).

·       Monitor the implementation of addiction treatment guidelines, rehabilitation services, and patient-centered care practices.

·       Review medical records and hospital documentation to ensure accuracy, completeness, confidentiality, and compliance with established standards.

·       Assess the availability and proper utilization of medicines, medical supplies, and essential equipment within the hospital.

·       Monitor patient admission, treatment, referral, discharge, and follow-up processes to ensure continuity and quality of care.

·       Collect, analyze, and validate health data and prepare monitoring reports with practical recommendations for service improvement.

·       Ensure compliance with ethical principles, patient rights, confidentiality, and safeguarding policies throughout healthcare delivery.

·       Monitor the implementation of Infection Prevention and Control (IPC) measures and occupational health and safety standards.

·       Evaluate staff performance, identify capacity-building needs, and recommend appropriate training and supportive supervision.

·       Verify compliance with donor requirements, Ministry of Public Health (MoPH) regulations, and organizational policies.

·       Conduct risk assessments and recommend corrective and preventive actions to improve hospital performance and service quality.

·       Coordinate with hospital management and technical teams to implement quality improvement initiatives and monitor corrective action plans.

·       Prepare comprehensive monitoring reports, present findings to management, and follow up on the implementation of recommendations.

Reporting Line:

The M&E Officer will report to the Project Manager or M&E Manager.

Job Requirements

 

Qualifications and Experience:

           Medical Doctor/Master’s degree or specialization in infectious diseases is preferred.

           For candidates holding a Master’s in Public Health (MPH), the required work experience is reduced to a minimum of three (3) years.

           Minimum of five (5) years of relevant work experience in monitoring and evaluation, preferably in health or hospital-based programs.

           Proficiency in Microsoft Office (Excel, Word, PowerPoint); knowledge of data analysis software is an asset.

           Ability to work effectively in a team and under pressure.

           Good communication skills in English and local languages (Dari/Pashto).
