Job Description

Liaison Officer is Responsible for coordinating and maintaining effective communication between the organization and government authorities, donors, partners, and other external stakeholders. The Liaison Officer facilitates official approvals, permits, and correspondence, supports compliance with government regulations and organizational policies, and ensures timely coordination to promote the smooth implementation of project activities and strengthen institutional relationships.

Duties and Responsibilities

  • Serve as the primary focal point between the organization and government authorities, donors, partners, and other external stakeholders.
  • Establish and maintain positive working relationships with relevant ministries, local authorities, and partner organizations.
  • Facilitate communication and coordination between the organization and external stakeholders to support project implementation.
  • Obtain and process required government approvals, permits, clearances, and official documentation.
  • Coordinate official meetings, visits, workshops, and events with government departments and partners.
  • Represent the organization at coordination meetings, forums, and official events as delegated by management.
  • Monitor changes in government regulations, policies, and procedures that may affect project implementation and advise management accordingly.
  • Ensure compliance with government requirements and organizational policies in all liaison activities.
  • Prepare official letters, correspondence, and reports related to liaison activities.
  • Follow up on pending approvals, agreements, and official requests with relevant authorities.
  • Facilitate field visits by donors, government representatives, and other stakeholders.
  • Support the registration, renewal, and legal compliance requirements of the organization with relevant authorities.
  • Maintain accurate records of official correspondence, agreements, permits, and approvals.
  • Coordinate with internal departments to ensure timely submission of required documents to government offices.
  • Assist in resolving administrative and operational issues through effective coordination with external stakeholders.
  • Provide regular updates to senior management on liaison activities, government engagement, and regulatory developments.
  • Promote and maintain the organization's professional image and reputation during all external engagements.
  • Ensure confidentiality of official documents and sensitive organizational information.
  • Perform any other duties assigned by the Executive Director or line manager.

Job Requirements

  • Bachelor's degree in Public Administration, Business Administration, Law, Political Science, International Relations, or a related field.
  • Minimum 3–5 years of relevant experience in liaison, government relations, administration, or project coordination, preferably with NGOs, UN agencies, or development organizations.
  • Strong knowledge of government structures, procedures, and regulatory requirements.
  • Excellent communication, negotiation, and interpersonal skills.
  • Strong organizational and coordination abilities.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Fluency in English and Dari/Pashto, both written and spoken.
  • Ability to work under pressure and manage multiple priorities.
  • Willingness to travel as required for official duties.
  • Strong proficiency in drafting official letters and correspondence in both Dari and Pashto.
