Support Consortium Coordinator and Country MEAL Manager on the management and implementation of MEAL processes, activities and tools for ECHO funded INTERSOS led consortium Action “LIFE” throughout the project cycle and as per the MEAL plans, in order to guarantee the quality and relevance of the intervention.
Work closely with Consortium Coordinator and Country MEAL Manager to guarantee proper accountability and complaints management in the action, as well as to foster a culture of learning and knowledge management.
Support the consortium members MEAL team to track the progress of programs, suggesting adjustments and assessing the outcomes, while promoting the use of this information to foster change within the organisation.

Tasks
Monitoring and Evaluation
● Work in collaboration with the Consortium Coordinator in developing and reviewing the LIFE project MEAL Framework, in accordance with INTERSOS & Consortium members standards and Donor requirement.
● Lead the Action MEAL Matrix development, implementation of MEAL Activities including coordination of relevant inputs from consortium member organization.
● Lead the development, update and implementation of participatory monitoring and evaluation tools and processes of the Action. Facilitate accurate data collection and effective communication of monitoring information as per agreed objectives ensuring accountability to donors, clusters, and beneficiaries.
● Support and coordinate with the MEAL focal points of consortium members on the timely implementation of the surveys (PDMs and other surveys/exercises, etc.) in the field locations as per the Action MEAL plan.
● Promote all aspects of the MEAL function to support the creation of consortium level MEAL tools and information exchange mechanisms promoting quality programming and ensuring the MEAL system is understood and streamed lined at the consortium level.
● Respect and promote INTERSOS policies and report to the Consortium Coordinator or CD any policies non-compliance situation amongst the teams or partners.
● Based on need and resource availability, train the MEAL Focal Point (FP) of consortium member organizations on the proper use of monitoring tools and support them in the data analysis.
● As requested, attend and contribute to the program team meetings to follow-up on program implementation and adapt MEAL activities accordingly.
● Conduct regular technical support field visits to project sites to support the MEAL Officers and projects teams in monitoring the consortium action.
● Ensure that the MEAL tools and files are properly archived, secured and easily accessible as per the donor compliance standard procedures.
● In collaboration with the Country MEAL Manager & HQ MEAL Advisor, develop learning tools and promote learning workshops and exercises with Programmes, Technical Units and MEAL team.
● Participate in MEAL training and workshops and ensure INTERSOS representation and contribution to external MEAL-related working groups (within Consortiums, clusters, etc.).
Data management
● Revise and approve the projects DB produced by the MEAL Officers at the beginning of the project, while assuring that the same is in line with INTERSOS and consortium members data collection set up (DHIS/HMIS/Protection Platform/etc).
● Support consortium member data officers and program team in creation of data collection tools, when needed, and in the analysis and systematic collection of data for the projects.
● Ensure regular updates of the projects’ indicators and develop and improve dashboards as requested by the donor, consortium steering committee, and consortium coordinator in collaboration with the respective consortium member Information Management (IM) team.
Accountability
● In collaboration with the rest of the MEAL team (INTERSOS/SI/MdM MEAL FP), ensure the strengthening and development of quality MEAL activities and effective and sustainable accountability mechanisms, including complaint and feedback mechanism for beneficiaries, stakeholders and donors.
● In coordination with the Consortium Coordinator and MEAL team (INTERSOS/SI/MdM MEAL FP) develop, refine, follow-up, systematically analyse and provide feedback on the Action’s Complaint Feedback and Response Mechanism (CFRM).
● Ensure respect of cross cutting themes (gender, vulnerable categories, data protection, etc.) across MEAL activities and that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service.
● In collaboration with MEAL FP (INTERSOS/SI/MdM), ensure that all project staff is regularly trained on AAP and the available CFRM.
● Assist in conducting investigations related to complaints contributing to the production, recording, and storing of all relevant investigation documents, as needed.
Reporting
● Provide regular quality reports on the progress of the MEAL activities to the Consortium Coordinator, Country MEAL Manager, and Steering Committee.
● Support and review the reports drafted by the MEAL FP (INTERSOS/SI/MdM) formulating recommendations to improve the activities, and the follow-up of the recommendations.
● Provide written field visits reports to the Consortium Coordinator, Country MEAL Manager, and Steering Committee.
● Support the programme and the technical teams in the production of high-quality analysis reports to illustrate the Action “LIFE” impact, including evidence of good practice and replicable programmes.
People management
● Nurture teamwork, collaboration, exchange and feedback within the MEAL FP (INTERSOS/SI/MdM).
● Identify training needs for the action MEAL staff, and for other key colleagues on the MEAL system, activities and tools.
● Promote the use of learning systems and events in coordination with the Consortium Coordinator, Country MEAL Manager, and Steering Committee.
● Ensure the constant update of the MEAL team activities’ plan, in collaboration with the Consortium Coordinator & MEAL FP (INTERSOS/SI/MdM), capturing the relevant changes due to project’s and donor’s requirements and work plans.
