About Organization of Human Welfare (OHW)

The Organization of Human Welfare (OHW) is a non-governmental organization and is non-political, not-for-profit, and impartial organization with no bias towards a particular religion, ethnicity, or political belief. It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Description

Job Summery & Purpose:
The project officer will work closely with the project manager and will be responsible to implement and coordinate all project activities. She/He will oversee the coordination, administration and implementation of all aspects of the ongoing project including planning, organizing, staffing, leading, reporting, training, meetings and writing advocacy briefs.

Duties and Responsibilities;
   Project Implementation

·         Assist in the planning and execution of project activities according to approved work plans and budgets.

·         Ensure project activities are implemented effectively and within established timelines.

·         Coordinate field activities and provide operational support to project teams.

·         Monitor progress and address implementation challenges in coordination with the Project Manager.

·         Support the implementation of Multi-Purpose Cash Assistance (MPCA) and Food Security activities in accordance with donor requirements, organizational policies, and cluster standards.

·         Coordinate beneficiary targeting, registration, verification, and distribution processes to ensure transparent and accountable assistance delivery.

·         Support market assessments and beneficiary needs assessments to inform project interventions.

·         Ensure timely implementation of cash transfer and food security activities according to approved project plans.

Monitoring, Evaluation, and Reporting

·         Conduct regular field visits to monitor project implementation and quality.

·         Collect, compile, and verify project data and maintain accurate records.

·         Prepare weekly, monthly, and quarterly progress reports.

·         Support assessments, surveys, evaluations, and project reviews.

·         Document lessons learned, best practices, and success stories.

·         Conduct Post-Distribution Monitoring (PDM) and beneficiary satisfaction surveys to assess the effectiveness and impact of assistance provided.

·         Monitor market trends, commodity prices, and food security indicators relevant to project implementation.

·         Maintain accurate beneficiary databases and ensure data quality and confidentiality.

Coordination and Stakeholder Engagement

·         Coordinate with local authorities, community leaders, partners, and other stakeholders.

·         Facilitate meetings, workshops, and community consultations.

·         Support beneficiary identification, registration, and verification processes.

·         Maintain positive relationships with project stakeholders and beneficiaries.

·         Participate in relevant FSAC, Cash Working Group (CWG), and humanitarian coordination meetings at provincial and district levels.

·         Liaise with community leaders, local authorities, financial service providers, and implementing partners to facilitate project implementation.

Administrative and Financial Support

·         Assist in preparing activity plans, budgets, procurement requests, and other project documentation.

·         Ensure proper filing and maintenance of project records and documents.

·         Monitor the utilization of project resources and report any discrepancies.

Compliance and Quality Assurance

·         Ensure compliance with organizational policies, donor regulations, and project guidelines.

·         Promote accountability, transparency, and safeguarding principles throughout project implementation.

·         Support risk management and mitigation measures within project activities.

·         Ensure adherence to Cash and Voucher Assistance (CVA) guidelines, donor compliance requirements, and humanitarian principles.

·         Promote Accountability to Affected Populations (AAP), Protection Mainstreaming, PSEA, and safeguarding standards throughout project implementation.

Capacity Building

·         Support training sessions and capacity-building activities for beneficiaries and project staff.

·         Provide technical and operational guidance as required by the project.

·         Facilitate awareness sessions and orientation activities for beneficiaries regarding project objectives, eligibility criteria, complaint mechanisms, and assistance modalities.

Job Requirements

·         Bachelor’s degree from Agriculture Faculty or a related field.

·         Minimum 4–5 years of proven experience in humanitarian or development projects, preferably in MPCA, Food Security, Livelihoods, or Cash-Based Interventions.

·         Demonstrated experience in beneficiary targeting, cash transfer programming, market assessments, and post-distribution monitoring.

·         Strong skills in project implementation, coordination, monitoring, reporting, and stakeholder engagement.

·         Experience working with donor-funded projects and humanitarian coordination mechanisms (FSAC, Cash Working Group, etc.).

·         Knowledge of humanitarian principles, CHS, AAP, PSEA, and protection mainstreaming.

·         Excellent analytical, communication, facilitation, and report-writing skills.

·         Fluency in Pashto, Dari, and English (written and spoken).

·         Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). Experience in monitoring, data collection, and report writing.

·         Good communication, facilitation, and interpersonal skills. 

·         Ability to work under pressure and manage multiple tasks effectively.
