The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Description
The key accountabilities and responsibilities of the Senior Planning and Reporting Officer will include but not limited to the followings.
Planning 20%
- Support in planning process to develop quality plans of all operations and programme including- Unified Plan, ensuring engagement and participation of technical team members, and ensuring compliance with IFRC standards for planning.
- Support Senior M&E Officer to develop M&E plans for emergency operations and/or Unified Plan
- Analyze operation/programme data and present this information in a format that informs decision-making.
- Provide technical assistance during annual reviews and the review of relevant documents such as the logic model, and performance measurement framework, which includes indicators as well as monitoring and evaluation plan, annual work plans, and project implementation plans.
- Support in revision processes for the Emergency Appeal and Operation Strategy
- Support operation/programme team in developing activity/implementation plan
Reporting (60%)
- Prepare/write operation and programme narrative reports (e.g., Operation updates, situation reports, interim reports, and other relevant reports) and consolidate inputs from technical team members when required, ensuring that all reports are clear, accurate and informative, and compliant with the IFRC and donor reporting standards and formats.
- Ensure timeliness and compliance to standard IFRC reporting requirements for the operations and programmes.
- Collaborate with operation and programme team to ensure compatibility between narrative and financial information in all reports.
- Provide feedback and guidance to all reports development and verify data/information to ensure its consistency and accuracy so that all reports are submitted in high-quality format in terms of its content, completeness, and timeframe.
- Responsible for sending reminders to budget holders on reports due and overdue in liaison with finance and programme coordinating teams.
- Monitor and document the progress of programme activities against agreed donor targets while ensuring that respective regional/global data base is updated regularly in consultation with PMER-IM team.
- Provide support to the Senior M&E Officer to ensure exit surveys and post distribution monitoring are done in line with the M&E plan.
- Advise and assist operation teams on reporting needs for specific target audiences, including 5W.
- Maintain good communications with ARCS, ICRC, and other key stakeholders in change management processes.
- Ensure quality translation (Pashtu, Dari, English) of plans, reports and other PEMR-IM, learning, CEA and PGI documents.
- Conduct data analysis, requested by teams through the line manager to inform programme management.
PMER capacity enhancement of National Society- (20%)
- Support ARCS PMER activities using a range of quantitative and qualitative methods and various participatory methodologies to monitor performance.
- Support ARCS PMER in rolling out revised PMER framework/tools.
- Support ARCS in their planning process
- Provide support in development and implementation of accountability mechanisms i.e. information sharing, participation and complaints and feedback response mechanisms.
- Undertake technical visits to the targeted communities/areas in programs (depending on availability and need, and if approved by line manager) to support monitoring, evaluation, impact assessment and accountability processes.
- Identify learning and training opportunities for ARCS PMER staff and work as a mentor for ARCS less experienced staff.
- Conduct project management/PMER trainings training and mentoring sessions for IFRC and ARCS staff.
- Work closely with ARCS PMER unit in conducting the post distribution monitoring, exit interview and site observations and share the findings with programme colleagues for rectification and follow up.
Job Requirements
- Solid experience producing high-quality report of development projects and emergency operations supported with graphic and statistical summaries.
-Experience in project/programme planning
- Experience of working in both emergencies and developmental contexts
-Experience PMER capacity building in preparedness, response, and recovery.
- Experience of working for the Red Cross / Red Crescent or other humanitarian organization.
Proficient in mobile data collection tools like Kobo, ODK or equivalent mobile data collection systems.
