Job Description

The Finance Officer is responsible for supporting the effective financial management of the organization by ensuring accurate accounting, budgeting, financial reporting, cash management, and compliance with organizational policies and donor requirements. The position contributes to maintaining strong financial controls and supports program implementation through efficient financial planning and monitoring.

Duties and Responsiblity:

  • Maintain accurate and up-to-date financial records, accounting entries, and supporting documentation.
  • Prepare payment vouchers, journal vouchers, bank transactions, and other financial documents.
  • Process payments to staff, vendors, consultants, and service providers in accordance with organizational policies.
  • Assist in the preparation and monitoring of project budgets and organizational financial plans.
  • Monitor expenditures and ensure that spending remains within approved budget limits.
  • Prepare monthly, quarterly, and annual financial reports for management and donors as required.
  • Conduct bank reconciliations and ensure timely resolution of outstanding items.
  • Maintain cash books, ledgers, and accounting records in accordance with accounting standards.
  • Review financial documents for completeness, accuracy, and compliance before processing payments.
  • Ensure compliance with organizational financial policies, donor regulations, and applicable legal requirements.
  • Support internal and external audits by providing required financial records and documentation.
  • Monitor advances issued to staff and ensure timely settlement and reconciliation.
  • Assist in taxes, and other deductions.
  • Coordinate with procurement, logistics, HR, and program teams on finance-related matters.
  • Maintain proper filing and archiving of financial records for audit and compliance purposes.
  • Support financial analysis, forecasting, and budget tracking to facilitate informed decision-making.
  • Identify and report financial risks, irregularities, or discrepancies to the supervisor.
  • Perform any other finance-related duties assigned by the Finance Manager, Finance Coordinator, or Supervisor.

Job Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field from a recognized university.
  • Minimum of 4-5 years of relevant professional experience in finance and accounting, preferably with NGOs, INGOs, or BPHS/health sector projects.
  • Strong knowledge of accounting principles, financial management, budgeting, and financial reporting.
  • Experience in managing donor-funded projects and compliance with donor regulations is highly desirable.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and financial management software.
  • Good understanding of Afghan taxation, labor laws, and financial regulations.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to prepare accurate financial reports and maintain proper financial documentation.
  • Excellent communication skills in Dari and Pashto; working knowledge of English is preferred.
  • Ability to work under pressure, meet deadlines, and maintain confidentiality.
